Description:

The Virginia Dept. of General Services (DGS), Division of Engineering and Building (DEB), is looking for a Business Analyst with process improvement experience to assist with its Building Information Tracking System(BITS) Modernization efforts.

This position is primarily responsible for business analysis, process improvement, and requirements documentation of DEB business processes that will inform the design and development of systems for BITS Modernization efforts.

The selected candidate in this position will work closely with stakeholders, DEB Subject Matter Experts (SMEs), DEB Agency customers(Agencies), and DGS, Information Systems and Services (ISS), development teams.

The Business Analyst will report to the Business Owner to ensure business requirements, enhancements, modifications, and newly identified business initiatives are thoroughly documented for successful implementation of Information Technology solution(s).

This position should expect to work between 30 and 40 hours per week.

Required Experience, Knowledge, Skills, and Abilities:

-Experience in system design and development, with a focus on process improvement and business and technical requirements gathering

-Experience workflow processes

-Experience developing test plans, use cases, and performing quality assurance validation, user acceptance testing, and regression testing

-Experience in the development of training materials and conducting user training

-Strong interpersonal and communication skills

-The successful candidate should be a self-starter with the ability to drive the analysis effort

Preferred Experience:

-Knowledge of building and construction management systems including compliance, budgeting, and permitting workflows and practices.

-Project admin experience in commercial/institutional construction.

-Knowledge of public construction project terminologies, permitting, and procurement standards.

-IT application/systems development and/or management experience.

-Ability to manage small to moderate scope projects.

Specific Tasks may include:

-Working with customer SMEs and project teams to develop business requirements in response to requests for systems enhancements, modifications, and newly identified business initiatives.

-Driving engagement by facilitating SME interviews and work sessions, project conference calls/meetings, status reporting, planning sessions, and providing for meeting notes.

-Proactively making suggestions for systems and process improvement, performing problem and opportunity analysis, early complexity assessment, and capturing results in the form of a business case to propose new change initiatives.

-Evaluating alternative strategies and making recommendations for viable process solutions that are compatible with current technologies and systems.

-Working with ISS technical team and vendors to ensure requirements are incorporated into systems design and testing.

-Developing business requirements documentation and flow diagrams this work may expand into technical requirements gathering, design, and systems documentation.

-Actively participating in functional and systems integration unit testing; creating use case scenarios, test plans, and testing results.-Assisting with testing

-Developing and presenting training to DEB and agency users

-Providing implementation and maintenance support

-Meeting regularly with customer and project teams and regularly demonstrating quality work output.

-Keeping the Business Owner and ISS technical team informed of key issues that may impact project implementation.

-Utilizing project management applications, collaboration applications, and MS Office applications; Visio, SharePoint, MS Teams, screen and video capture software, and other applications as needed.

Please note we are looking for a self-motivated and proactive Business Analyst who is detail oriented, willing to question the status quo, propose improvements, and not necessarily a blended PM.
