Serve as a Senior Business Analyst (BA) as part of the MassHealth Systems Operations Team supporting production operations for the Health Insurance Exchange (HIX), MA21 eligibility, and MMIS systems and the Integrated Eligibility & Enrollment (IEE) Common Notice Solution (CNS), Common Portal, Common Application, Opt In-Out to electronic notices and others. The Senior BA will participate in the requirements, testing and triage, track production incidents and provide analytical support across various phases of production, development, and implementation of the HIX/ MA21/MMIS CNS, IE&E projects, and other applications as needed. DETAILED STATEMENT OF JOB DUTIES AND RESPONSIBILITIES : Participate in JAD sessions for HIX, MA21, MMIS and IEE tracks related to integrated eligibility including Common Noticing Solution, MyServices (Common Portal), and Common Application. The project will use Agile and Waterfall software development methodology. Provide Subject Matter Expertise, Testing and production support for the HIX, MA21, MMIS and IEE Common Notice Solution. Expert of all MassHealth notices and the IE&E Common Notice Solution. Provide Subject Matter Expertise, Testing and production support for the HIX, MA21, MMIS CNS, IEE MyServices (Common Portal), and Common Application. Participate in and coordinate functional, user acceptance testing, and integration testing. Coordinate with Print Vendors, HIX Vendors, MA21 team, MMIS team and IEE Vendors to implement project. Triage and resolve production incidents by coordinating with users, technical resources, application support vendors, subject matter experts (SMEs) and other stakeholders On-going monitoring and reporting of production incident status through resolution, includes communicating and follow-up with users and other stakeholders while ensuring incident tracking systems are up-to-date and incident is closed when resolved (JIRA PIMs, CA Tickets) Participate in root cause analysis meetings to troubleshoot and solution for production incidents and system defects and review resulting resolution documentation Participate in working sessions to assess production issues and identify effective workarounds Analyze and validate production workarounds and perform in system as needed Perform thorough SQL script validation and XML validation for resolved issues in pre-production environment and document validation results Participate in requirements gathering meetings and review documentation defining business and functional requirements and enhancements for HIX, MA21, MMIS CNS, MyServices (Common Portal), and Common Application development and enhancements Attend daily/weekly operations and status meetings Complete additional ad-hoc and on-going assignments and projects as needed REQUIRED SKILLS (Special Skill Set, Abilities, and Knowledge): Experience in Agile and Waterfall software development methodology Strong analytical, reporting and project management skills Highly proficient in database management, analyzing data and generating reports to provide data driven decision support Highly proficient in Microsoft Office applications including Excel, Outlook, Word, and PowerPoint, and Notice Solution product Open Text Experience with XML and JSON is highly preferred Experience using JIRA, ALM (Micro Focus), Dynatrace (monitoring) preferred Experience editing notices Knowledge of 508 accessibility rules for application and Notices Ability to be productive working both collaboratively within a team and independently as needed Ability to thrive in a fast-paced environment, managing multiple initiatives simultaneously, while reprioritizing as needed to meet deadlines and business objectives QUALIFICATIONS (Education, Years Experience, Certificates): 5+ years of experience in a business analyst capacity preferably within a Notice solution project, Integrated Eligibility project, or other public health sector eligibility systems initiative.
