The areas below are very important to our client:

1.  Experience working on Microsoft Power Platform or similar low-code/no-code platform development projects.

2.  Experience developing or improving processes that adhere to basic case management or issuance principles.

3.  Skills and experience in conducting meetings with individuals and groups of people to discuss business processes. The people involved may be at the manager level or end user level. People may be business-oriented or technical (IT) staff. The contractor will be expected to be the lead in all meetings and discussions related to their analysis. Experience with Joint Application Development (JAD) techniques is beneficial.

INSTRUCTIONS TO SUBMIT RESUME

1.            Resume shall NOT exceed three (3) pages in length.

2.            The candidates experience must be verifiable via 3 professional references.

4.            The contractor shall explain how the proposed candidate meets the minimum requirements and explain the candidates experience in performing the representative activities.

OBJECTIVE

The Florida Department of Agriculture and Consumer Services (FDACS or Department) is seeking a Business Process Consultant (experienced). The position will report to the Departments Office of Agriculture Technology Services (OATS), Project and Portfolio Management Office (PPMO) to supplement existing staff by supporting the planning, design, development, and implementation of information technology projects. One or more candidates may be selected.

LOCATION: Preference will be given to candidates who are able to frequently attend on-site meetings in Tallahassee.  Travel costs are not covered.

QUALIFICATIONS, SKILLS AND EXPERIENCE REQUIREMENTS

1.            Ability to communicate effectively (verbally and in writing) with Department staff at various levels;                            

2.            A minimum of ten (10) years of IT business/industry work experience;                    

3.            A minimum of seven (7) years of experience in performing business analyses on IT projects;                          

4.            A minimum of seven (5) years of experience in developing requirements for IT projects;                  

5.            Experience in the use of Microsoft Visio for creating the process model diagrams;                              

6.            Experience with Agile methodologies;                    

7.            Experience translating business requirements into use cases/user stories and acceptance criteria.

12.          Writing skills and experience to create a data dictionary. Experience in the use of Microsoft Word is required.                                

13.          Experiences in working with IT technical staff to determine the infrastructure components within which any potential solution or modification would need to be able to operate.

A minimum of a bachelor's degree in Computer Science, Information Systems, Business Administration, or another related field;

OR Equivalent work experience.

RESPONSIBILITIES

Business Process Consultant Task List: Contractor, through the selected candidate, must perform the following tasks as assigned by the Departments Contract Manager and described in the list below:

             Prepare deliverables identified by the FDACS Functional Manager, within the timeframe

             specified by the Contract Manager(s). Deliverables the Contractor will be responsible for

             producing include, but are not limited to:

                                i.            Current (AS IS) business process and customer journey maps

                               ii.            Process Improvement Logs

                             iii.            Requirements and acceptance criteria for Future (TO BE) business processes and customer journeys

                             iv.            Process-focused Gap Analysis

                               v.            Solution-focused Gap Analysis

                             vi.            Information Technology (IT) Solution Requirements

                           vii.            Business Process Models (Diagram and Narrative)

                          viii.            Entity Relationship Diagrams (ERD)

                             ix.            Data Dictionaries

                               x.            Data Flow Diagrams

                             xi.            Business Process Re-engineering (BPR) Plans

                           xii.            Remediation Implementation Plans

                          xiii.            Cost Benefit Analysis

                          xiv.            User Stories

                            xv.            Acceptance Criteria

                          xvi.            Business Cases

             Comply with OATS Administrative Policies and Procedures by working directly with the Departments Contract Manager throughout the PO term.

             Prepare ISDM or SDF documentation that indicates the project complies with OATS policies and procedures. Apprise OATS staff on ISDM or SDF information as directed by the Departments Contract Manager.

             Communicate relevant information to project teams and stakeholders in a timely manner.

             Facilitate meetings throughout the term of the PO. At a minimum, meeting responsibilities include:

                                i.            Proofread meeting documentation to ensure use of proper grammar and consistent font styles.

                               ii.            Attend the meeting and communicate with attendees in a clear, concise, and constructive manner.

                             iii.            Provide meeting documentation in the format designated or approved by OATS.
