FiberNet Network Architect

Scope of Work:

Vendors contractor will be responsible for filling the role of Subject Matter Expert for the Countys FiberNet environment. Contractor will provide technical analysis, design, project & operational support for FiberNet. Contractor will assist with defining current/future network standards recommendations based upon the Countys mission requirements. Contractors primary responsibility will be as a technical expert on several enterprise-wide projects that include reviewing and analyzing/documenting/recommending improvements to the Countys existing Cisco MPLS routed network and architecture (FiberNet 3), a County-wide DWDM replacement project, and an Enterprise Hardware Refresh project. They will also be heavily involved in the deployment, monitoring, troubleshooting, and analysis of Wide Area Network (WAN), Local Area Network (LAN), and Wireless infrastructure services to deliver voice, video and data applications to Montgomery County Government and County Agency offices.

2) Vendor will provide a contractor with demonstrable, expert-level experience in:

The design and solutions deployment of resilient, high-speed, Enterprise network segments.

Internetworking technologies (OSI Reference Model, TCP/IP, routing, switching, VLANs, link aggregation, encapsulation, and encryption, DNS/DHCP, CoS/QoS, VoIP, GLBP/VRRP/HSRP, SNMP, NetFlow) 10+ years.

Enterprise routing technologies (EIGRP/EIGRPng, OSPF/OSPFng, NHRP, mBGP/IBGP/EBGP, VRFs, static routing, route redistribution, PBR/FBF, & route summarization) 15+ years

Expert knowledge of WAN standards, topologies & carrier broadband technologies specifically using Cisco core routers (TIA/EIA/ISO/IEEE, PPP, Frame Relay, ATM, MPLS VPN, DMVPN, MetroE, DSX, T-Carrier, SONET, & High-Speed Internet) 10 + years

Expert knowledge of LAN (GigabitEthernet (100/40/10/2/1), PoE, link aggregation (PAgP, LACP, VPC/VSS), CDP/LLDP, NTP, CAM/ARP, RTP/SRTP/RTCP, Spanning Tree [mSTP/Rapid-PVST+], QoS, NetFlow 10 + years

Expert knowledge of tunneling and encryption/encapsulation technologies (DMVPN, IPsec, mGRE/GRE, SSL/TLS)

Expert knowledge on enterprise addressing & design (IPv4/IPv6, Private/Public addressing, VLSM, NAT/PAT/SNAT, & Overlay subnets)

Working knowledge of ATM protocols including AAL1 and AAL2 technologies 3 + years (Preferred Knowledge of GDC product line including DV2 generation equipment - 3 + years)

Knowledge of basic power distribution and protection systems (AC/DC) 10+ years

Experience in creating network staff training materials, network diagrams (Microsoft Visio), procedures, change processes and general documentation 5+ years

Hands on experience with Element & Network Management Systems 5+ years

Hands on experience with Wireless Networking (design, deployment, & operational support/troubleshooting) 5+ years

Certifications: Cisco (Architect, CCIE R+S/DC/SP/Sec/Collaboration, CCDP w/Experience (R+S/DC/SP/Sec/Collaboration/Wireless)

3) Contractor will work side-by-side with County staff to design, deploy, monitor, and maintain the Countys Enterprise Networking Infrastructure.

4) Contractor will develop documentation, standards, and process models for implementation, projects, and operational support.

5) Contractor will report directly to the Chief Broadband Officer responsible for WAN/LAN infrastructure and services.

6) Contractor may work under the direction of the Sr. FiberNet Engineering & Operations Manager and other staff as assigned.

The Department of Technology and Enterprise Business Solutions reserves the right to review and make final decisions as it pertains to staff and their replacement.

Contractors are expected to work hours as assigned. To develop relevant experience and technical skills more fully, Engineering contractors are expected to work periodically in the field at remote County locations. Such assignments may require contractors to work a normal business day schedule or a combination of a normal business day, off-hours, and weekends. Requests to work off-hours is anticipated to be approximately 15%. When working in the field, contractors must furnish their own transportation. Montgomery County Government does not provide vehicles to contractors. This contract does not permit reimbursement for expenses. The County will provide materials and equipment necessary to perform assigned duties.

Vendor will provide to Montgomery County Government contractor candidates with technical experience and qualifications capable of supporting service provisioning & delivery as outlined in the above Scope of Work.

Must possess reliable transportation to ensure work attendance as scheduled
