Please ensure their education details on are their resume Job Description: An agency in Tallahassee, FL is seeking a Business Analyst to join the PALM remediation team to analyze and document the Chart of Accounts impact on business functions, support business processes and financial systems related to budget management and assist in re-engineering processes and interfaces in line with the Florida PALM model. Job Overview: As a member of PALM remediation team you will work across multiple business units to perform business and detailed systems analysis activities and tasks. Coordinate with subject matter experts to document requirements. Develop test plans, perform test/quality assurance activities and closely coordinate with other remediation team members. Education Bachelors degree or masters degree in Business Administration, Communication, Information Systems, or other related field is required. Equivalent work experience may substitute for the educational requirement. Experience 1. A minimum of 3 to 5 years of solid business/systems analysis experience and software development projects is required. 2. Proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint, required. 3. Experience working with Microsoft DevOps is highly desired. 4. Knowledge of Rules 60GG-1 60GG-5, Florida Administrative Code, is highly desired. 5. Experience with data migration. 6. Knowledge of change and release management is highly desired. 7. Knowledge of testing and quality assurance tools and techniques. 8. Preference will be given to candidates with knowledge of Florida Department of Transportation systems and applications. Primary Job Duties/ Tasks The activities the candidate will be tasked with include, but are not limited to the following: 1. Research and understand FDOT business processes and their inter-relationships. 2. Research and document impacts on agency business systems in relation to the PALM implementation. 3. Facilitate joint analysis workshops with the business units. 4. Gather and document business and technical requirements. 5. Coordinate with data migration and development teams. 6. Create detailed use cases, business rules, and requirements. 7. Develop Test Plans and Test Cases. 8. Coordinate testing and quality assurance efforts. 9. Perform oversight reviews of deliverables for compliance with department standards. Job Specific Knowledge, Skills, and Abilities (KSAs) The submitted candidate must be able to apply specific knowledge, skills, and abilities in the following areas: 1. Business Analysis: Ability to perform detailed research, business analysis, as-is and to-be analysis, process modeling. Use of software tools is required and include, but are not limited to, MS Word, MS PowerPoint, MS Excel, and Visio. Certified Business Analysis Professional (CBAP) or Certified Scrum Master (CSM) is highly desired. 2. System Analysis & Design: Ability to perform System Analysis & Design using a variety of modeling methodologies and techniques. 3. Facilitation: Ability to expertly facilitate workshops and meetings with stakeholders. 4. Technical Understanding: Technical knowledge and understanding of IT infrastructure and software development practices and techniques. 5. Project Management: Knowledge of State of Florida Project Management Rule 60GG-1. Ability to apply principles and techniques in the Project Management Body of Knowledge (PMBOK). Additional : 6. Advanced skills with Microsoft products: SharePoint, Teams, Word, Excel, PowerPoint, Power BI, and Project. 7. Ability to relate to stakeholders needs, document their requirements, and perform duties in the absence of staff. 8.
