At least three (3) years of experience using Microsoft Project 2019 or later versions to plan, develop, maintain, and report on highly complex integrated master schedules and workplans for an IT system or project with a dollar value of over $10M. 2. At least three (3) years of experience managing highly complex integrated master schedules and workplans using industry best practices and standards (e.g., Institute of Electrical and Electronic Engineers, Project Management Body of Knowledge, and/or Software Engineering Institute). 3. At least two (2) years of experience scheduling change management and/or work authorization changes on an IT system or project with a dollar value of over $10M. 4. At least two (2) years of experience with integrated and very detailed workplans, utilizing project management best practice techniques and one or more of the following technology tools to incorporate different levels of progress in customized reports: Gantt, PERT, or milestone charts. 5. At least two (2) years of demonstrated experience facilitating discussions with stakeholders for data gathering and workplan development for an IT system or project with a dollar value of over $10M. Detailed Tasks Task # Task Description Task 1 Task Management 1.1 Prepare and deliver a Task Accomplishment Plan (TAP) to document the planned monthly expenditures for this SOW. 1.2 Update the TAP, as required, for changes due to schedule, cost, and/or Agreement amendment. 1.3 Prepare monthly status reports (MSRs) using a template provided by the State showing the planned, actual, and completed activities; expenditures; and issues for Contractor tasks for the current reporting period. 1.4 At the end of the Agreement term, prepare and deliver a Final Report using a template provided by the State summarizing activities, actual expenditures, and lessons learned. Task 2 Project Scheduling Expertise 2.1 Develop, monitor, analyze, and update the Statewide Transition Workplan and any supporting project workplans using Microsoft Project 2019 or later version. 2.2 Facilitate workplan development activities, workplan tracking, workplan analysis, workplan reporting, and all supporting workplan documentation. 2.3 Coordinate and manage workplan inputs to the level of detail defined in the Master Project Plan. This includes identifying and tracking system change requests and incorporating the change requests into the integrated master workplans. 2.4 Coordinate and manage workplans for all activities on the EBT Project as they relate to change management, including ongoing Maintenance and Operations (M&O) and transition activities. 2.5 Review, evaluate, and report on the development and maintenance of potentially two prime contractors' integrated workplans (i.e., the current prime contractor and the successor prime contractor); county and consortium workplans; and evaluate the impact on EBT Project resources and other workplans to ensure project success. 2.6 Coordinate the weekly collection and distribution of workplan-related task information (i.e., status, assignments, and work completed by staff), and work completed by all stakeholders. 2.7 Ensure all deliverables, tasks, milestones, resources, risks, and dependencies (predecessors/successors) are tracked in the integrated master workplans. Perform risk analysis and identify and resolve critical path and network impact concerns. 2.8 Collaborate with management and other stakeholders to compare status, identify disparities, and provide input to the resolution of potential workplan and resource conflicts. 2.9 Integrate concurrent workplans cross-functionality utilizing project management best practice techniques to incorporate different levels of progress to create customized reporting for different stakeholders (i.e., executive level, two-week view, consortium-specific, contractor-specific, etc.). 2.10 Prepare as-needed reports for management and stakeholders, and report on project delays, risks, and issues that prevent adherence to scheduled activities. 2.11 Provide EBT-related schedule management and workplan training to state, county, and consultant staff. Provide ongoing support as needed. 2.12 Work with EBT Project staff to provide workplan updates for budget and planning documents, and to ensure sufficient schedule and resource availability for review and approval of contractor deliverables. 2.13 Work with EBT Project staff to archive project artifacts, including workplans. Task 3 Knowledge Transfer / Lessons Learned 3.1 Develop the Schedule Management Plan and document supporting processes and procedures. Implement the Schedule Management Plan as directed by the State. 3.2 Update the Schedule Management Plan as needed. 3.3 Develop and conduct an OTSI Schedule Management and Workplan Development Training Curriculum (including a Train-the-Trainer component) using industry standards and best practices. 3.4 Conduct training based on the created materials. 3.5 Create a Knowledge Transfer and Lessons Learned Report to document findings and knowledge transfer-related tasks. Capture, document, track, and report on lessons learned and parking lot items.
