The specific days in office will be a conversation between the winning candidate and the HM once the candidate has been onboarded. Position Anticipated Start Date: 9/15/2024 Anticipated Duration of the Engagement: 30 months (9/15/2024 - 3/14/2027) Mandatory Qualification: Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as an Architect Five or more years of experience working in enterprise architecture and designing applications involving hybrid cloud deployments. Five or more years of experience with Event driven architecture in implementing SOA and Microservices including publishing & management of API products. Desirable Qualifications: Three or more years of working experience leading solution implementation for government agencies in care management, eligibility system domain with experience in integrating services like case management, claims management, financial management Three or more years of working experience with design and implementation of software frameworks, reusable components, shared services using .NET technology. Experience working on modernization projects that require knowledge and skill across multiple technical domains like Mainframe Systems, Open Systems, Client Server Applications, Modern Web Systems, SOA. Three or more years of Experience in Legacy re-engineering projects and analysis of open technology systems interfacing with legacy products. Three or more years of Experience working with enterprise-wide architectures and designs across multiple IT functional areas with the insight of identifying opportunities for capability reuse and business transformation. Two or more years of experience in evaluating software products to realize the system architecture such as Business Process Management, Rules Engine, Notification system or Portal. Three or more years of Experience with foundational technology components including rules engines, API gateway, IVR, workflow engines, middleware components, MDM, identity and access management and ETL. Experience working in implementing solutions for State or local government, preferably in Health& Human services applications (such as but not limited to child welfare, snap, heap, etc) Duties/Responsibilities: Responsible for the system analysis, design and documentation of as-is systems, and other related technical deliverables within the IES Program. Design of system and application architecture for the IES projects adhering to various reference architectures provided. Oversee and provide technical advice, guidance and support for IES projects. Collaborate with various technical resources on continuous assessment of existing solutions for reuse on IES. Collaborate with ITS Chief Technology Office in setting technical standards & frameworks for the IES projects to align with enterprise standards. Collaborate with Data Architect to build and maintain reference model architecture and standards for communicating direction of information architecture. Liaison with business/program stakeholders for enterprise architecture and strategy. Participate in technical discussions with state, local and vendor implementation teams and technical deliverables to ensure alignment between proposed solutions and the program's standards. Present findings and recommendations to IES leadership to ensure alignment of technology across work streams and escalate technical issues appropriately. Explore, actively support and work on new technology initiatives that may be of interest to the organization. Actively participate in troubleshooting any technical issues that the program may have. In this instance should none of the top five candidates be found to provide the best value to the State, IES will request to interview all candidates who are deemed susceptible based on technical and cost evaluations.
