Duties and Responsibilities: The Network Engineer works for and under the general direction of the Manager, Network Engineering. Responsibilities include planning and designing the network infrastructure and enterprise network solutions troubleshooting, installing, implementing and administering network systems and providing Tier III support. Also analyzes capacity issues and develops capacity planning models. Responsible for ensuring planned testing activities are executed. Develops and documents network standards and polices. Supervision Received Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program. Planning: Conducts short and long term planning to meet network requirements. Network System Design and Implementation: Designs and implements network systems. Strong working familiarity with Cisco IOS with hands on experience configuring Cisco routers switches and firewalls. Network Connectivity: Provides support for network connectivity or related network issues for the user community. Network Installation: Plans and monitors the installation of network systems. Network Monitoring: Analyzes network activity and network problems to discover and prevent systematic errors. Recommends network design changes/enhancements for improved systems availability and performance. Issue Resolution: Troubleshoots diagnoses and resolves network problems. Researches, analyzes and recommends the implementation of software or hardware changes to rectify any network deficiencies or to enhance network performance. Capacity Planning: Analyzes facilities bandwidth requirements and system interdependencies. Develops capacity planning models. Disaster Recovery: Ensures planned testing activities are performed and technical criteria are met. Network Performance Assessment: Assesses network performance to ensure that it meets the present and future needs of the business. Provides network planning recommendations to management. Vendor Management: Evaluates services provided by vendors and recommends changes. Knowledge of Enterprise system monitoring and management tools such as Solar Winds, Cisco Works, Whats up Gold, Wire shark, Websense, etc. Knowledge of commercial enterprise level tools and products to provide network services, including: firewalls, IPS/IDS, DNS, DHCP, web security, TACACS+, VPN and NAC. Ability to establish and maintain effective working relationships with staff and the general public. Requires excellent verbal and written communication skills. Decision Making This position works under limited supervision. This position serves as a technical lead, providing guidance and mentorship to network system engineers. Designs technical solutions and coordinates with the staff to ensure timely and accurate implementation. SCOPE OF WORK: All work will be performed on site, 5 days 40 hours per week, between 8 am and 6 pm on normal scheduled business days (Monday to Friday), excluding State holidays and furlough days. Provide quick and effective assistance with information technology systems. Guide customers remotely and in person through systems configuration, troubleshooting, and maintenance. Install and maintain equipment and software. Perform remote troubleshooting. Help new employees set up their workstations. Maintain and upgrade equipment as needed. Train SPHL staff as needed. Work with existing vendors to evaluate new technology. Respond to ad hoc and urgent requests. Monitor the performance and provide suggestions to improve efficiency. Test, install and set up application programs on user workstations. Test network connections. Train end users on IT policies and procedures. Proficient in testing software installations and applications. Hand on experience with troubleshooting and communicating with the team members and leadership. Proficient in understanding a wide variety of technical specification documents. Experience with ticketing system to assist the SPHL staff with daily hardware, software issues. Qualifications: 5+ years of Lab or medical healthcare IT/Desktop support experience. 5+ years of server and hardware installation and maintenance, Linux, MS, generic equipment. 5+ years of MS local desktop installation and administration experience. 3+ years of participating in vendor technical meetings such as network and VPN support. 3+ years of working with helpdesk ticketing system, prioritizing and response to user requests. General knowledge of application support.
