From: andrew, andrew [email protected] Reply to: [email protected] OFC-Data Systems Lead/Project Manager Location: Philadelphia, PA (Hybrid) Contract Duration: 12+ Months Position Summary: The Office of Children and Families (OCF) Data Systems Lead will support, refine, and integrate various data systems that exist in support of OCF programs. The Data Systems Lead is the responsible lead for Philadelphias role in managing the Cityspan database, which is a third-party developed, web-based, person-centered database used to support Philadelphias Out of School Time (OST), Community Schools, Truancy & Integrated Case Management, Next Level Learning (NLL) programs. Reporting directly to a member of PMTs leadership team, the Data Systems Lead interfaces with leaders from Performance Management & Technology (PMT), OCF, and service providers across the City of Philadelphia. Dedication and consistent effort will ensure Philadelphias ability to promote, plan for, report on and evaluate programming that utilizes Cityspan. Duties and Responsibilities: Work with IT and analytics staff in PMT and programming staff to ensure Cityspan maximizes operational and analytic needs Supervise OCF Data Systems Analyst and provide task management support other staff as assigned. Initiate, obtain necessary approvals, and carry out system improvement projects in coordination with system stakeholders and the database vendor to: Address long-standing user needs Improve data entry compliance and quality Expand capabilities to meet new programming needs Direct day-to-day user support operations to be carried out by a team of staff who have multiple responsibilities, ensuring that system users and stakeholders receive timely support and clear communication when they encounter issues with the system Support request prioritization and resolution Design and conduct end-user training Document and escalate defects in design or implementation with the software vendor Serve as a liaison with the database vendor, including prioritizing support requests and development projects Work closely with OCF program and data analytics teams to ensure the data collected and information produced through reports aligns with program goals and analytic needs. Ensure data integrity, reliability, and quality of data by monitoring regular audit reports and working closely with data system users to address any issues, including external data uploaded to current Cityspan database and/or other databases. Ensure rapid and clear communication to programs and policy makers via reports, briefings, and other means as necessary. Design and/or oversee preparation of standard and ad hoc reports and summaries for various target audiences as needed. Manage limited license agreements with providers using current City span database and/or other databases and ensure that data requested is in compliance with the stipulations set in the scope of work and data sharing agreements. Ensure documentation of database management and support procedures is developed and maintained. Lead the development of new workflows and/or procedures as they arise to meet OCF program and data needs. Collaborate with providers and other interested parties to effectively collect and use data Other relevant duties as assigned. Skills Required: Excellent strategic communication skills, including verbal and written communication skills Advanced knowledge of person-centered relational databases Strong project management skills previous experience leading medium to large sized projects. Understanding of programming in at least one social service, human service, or public service field (education, healthcare, behavioral health, recreation, workforce development, etc.) Working knowledge of at least one data processing software environment or method (SQL, python, R, Stata, etc.) Working knowledge of at least one business intelligence reporting and visualization tool (Cognos, SAP, Power BI, Tableau, etc.) Ability to multitask and meet strict deadlines Strong problem solving and decisionmaking skills Ability to analyze data and/or problems and efficiently find solutions Attention to detail, accuracy, and organizational skills Excellent interpersonal skills, a positive attitude and strong work ethic Excellent verbal and written communication skills Strong PC skills, including proficient knowledge of Microsoft Office, database functions and database reporting skills and other related technologies including Business Intelligence and Geospatial tools.
