The selected candidate will provide expert guidance and leadership to business analysts across various my City delivery teams, ensuring alignment with overall system requirements. The role requires a strong background in business and system analysis, user acceptance testing, and the development of both functional and non-functional requirements. Key Responsibilities: Business and System Analysis: Conduct detailed analysis and prepare comprehensive documentation. Leadership: Provide direction to business analysts, ensuring their work aligns with my City system requirements. Requirements Gathering: Perform research, analysis, elicitation, and validation of business, functional, and non-functional requirements. User Acceptance Testing: Design and execute test cases, test suites, and test plans. Documentation: Prepare high-level design documents, business requirements, and supplemental functional and non-functional requirements. Change Management: Document, communicate, and facilitate the correction of requirement changes during implementation, ensuring follow-through to resolution. Project Contribution: Contribute to new technology projects as assigned. Mandatory Qualifications: Candidates must meet the following mandatory qualifications to be considered: 14+ Years of Experience in business requirements elicitation and creating workflows for major systems. Expertise in Developing Functional and Non-Functional Requirements artifacts, including Use Cases, Epics, Features, User Stories, Process Definitions, UI Wireframes, Data Dictionaries, and Field Level Mappings for Data Integration with COTS and custom applications. Leadership Experience: Proven ability to lead and direct business analysts across multiple teams to deliver large, complex systems. Agile Methodologies: Proficiency with Agile Scrum and/or Kanban methodologies. Scaled Agile Framework (SAFe): In-depth experience with the SAFe methodology. Agile Release Train Engineer: Strong understanding and ability to perform the SAFe Agile Release Train Engineer role. Cloud-Based SaaS Solutions: Experience with cloud-based SaaS solutions. Desirable Skills/Experience: Workflow Creation: Demonstrated experience in creating workflows for major systems. Policy Analysis: Ability to analyze, disseminate, and interpret policies and procedures. Functional Specifications: Capable of translating business requirements into functional specifications. Collaboration: Experience working with architects, developers, engineers, and domain experts to document non-functional requirements. Communication: Excellent written and verbal communication skills. Attention to Detail: Strong attention to detail and multi-tasking abilities. Conflict Resolution: Proficient in conflict resolution and negotiation. API Requirements: Experience in determining and documenting requirements for APIs. Azure API Management: Familiarity with Azure API Management. Azure DevOps: Experience with Azure DevOps.
