NOTE : Need local to VA Candidates ONLY with DL / State ID Project Focus : Enhance and support sex offender management systems, including the Virginia Sex Offender Management System (VSOMS) and its interfaces. Replace paper-based processes with automated processes. Create DocuSign eSignature forms and workflows that interface with VSOMS and other systems. Key Responsibilities: Lead review, analysis, and evaluation of current business systems. Analyze, recommend, and implement process improvements. Create and evaluate user requirements and system needs. Elicit requirements using techniques like Brainstorming, Data Mining, Document Analysis, and Interviews. Produce requirements artifacts such as Field Definition Matrix, Business Rules, Interface requirements. Perform gap analysis on existing requirements. Support organizational change management efforts. Facilitate risk analysis and participate in project test plans. Lead user acceptance efforts with business stakeholders. Define roles and access rights for applications. Represent interests with vendors and collaborate to meet project needs. Create training materials and provide end-user training. Required Skills: Experience developing DocuSign eSignature forms and workflows, including customizing form behaviors with JavaScript. Strong organization, administrative, analytical, problem-solving, and interpersonal skills. Self-motivated with the ability to develop positive working relationships. Proficiency in Organizational Change Management. Experience implementing cloud-hosted Software As A Service (SaaS) solutions. Understanding of business analysis concepts and risk assessments. Ability to produce requirement-related artifacts (e.g., test cases, requirements traceability matrix, business rules, interface requirements, use cases, activity diagrams). Manage security access and user profile management. Collaborative work with groups and vendors. Analyze functional and non-functional system requirements. Re-engineer business processes and integrate new applications with existing processes. Excellent communication skills in English, with the ability to communicate in non-technical terms. Proficiency in Microsoft Products (Word, Excel, Visio, PowerPoint). Experience on criminal justice projects is a plus.
