Need local of NY, NJ only. Need 3 reference. Job Description Justification : The NYC Office of Technology and Innovation has been tasked with recruiting a Business Analyst Lead Engineer. MyCity is envisioned to be a one-stop, user-centered, portal that helps residents and businesses connect seamlessly to City services. Multiple Service Sites e.g., the MyCity - Child Care Site, the MyCity Business Site, etc. will be integrated through MyCity Common Services to achieve this vision. OTI seeks to contract a Business Analyst Lead Engineer that will be responsible for eliciting, understanding, and documenting business requirements, and translating those requirements into functional and non functional requirements and mock-ups of the overall MyCity system. The Business Analyst Lead Engineer will also provide leadership and direction to MyCity Common Services and Service Site business analysts to make sure that their work, and the work of their respective delivery teams, is in alignment with the requirements for the overall MyCity system. They will assist in verifying that the system matches those requirements and ensuring that the system meets end user expectations. The Business Analyst Lead Engineer will act as liaison between the Business, Development, and Testing teams, verifying test conditions, and assisting with User Acceptance Testing and Demonstrations. OTI is using the Scaled Agile Framework (SAFe) methodology to manage the scale and complexity of MyCity system development. The Business Analyst Lead Engineer will be responsible for ensuring proper preparation and documentation of artifacts for Program Increment Planning, Team Synchronization, and Inspect and Adapt events and tracking the Key Features that must be delivered by the system to meet the Citys objectives. Note: Normal Business Hours, Monday through Friday (not including a mandatory unpaid meal break after 6 hours of work), 40 work hours per week. If the consultant works more than 40 hours per week, the consultant must request overtime in the Agency's timekeeping system and the project manager must approve those hours worked above the weekly maximum. Scope of Service TASKS: Conduct Business and System analysis and prepare documentation Provide leadership and direction to business analysts across MyCity delivery teams to ensure that their work and requirements is in alignment with the overall MyCity system requirements. Perform research, analysis, and elicitation and validation of business, functional and non functional requirements. Design and execute user acceptance test cases, test suites and test plans, Contribute to new technology projects as assigned. Prepare high-level design documentation, business requirements documentation and supplemental functional and non-functional requirements documentation. Document, communicate, and facilitate correction of requirements changes discovered during the implementation and seek sign offs. Work with the teams to ensure appropriate follow through to resolution. Mandatory Skills Note: Candidates who do not have the mandatory skills will not be considered At least 12 years of experience in business requirements elicitation and creating workflows for major systems. Experience developing and employing functional and non-function requirements artifacts (Use Cases, Epics, Features, User Stories, Requirements Definition, Process Definitions, User Interface Wireframes, Data Dictionaries, Field Level Mappings for Data Integration to and from COTS and custom applications) Experience providing leadership and direction to business analysts working on multiple teams to deliver large complex systems. Experience with Agile Scrum and/or Kanban methodologies Experience with Scaled Agile Framework (SAFe) methodology Strong understanding of the SAFe Agile Release Train Engineer role and ability to perform it Experience with cloud-based SaaS solutions. DESIRABLE SKILLS/EXPERIENCE : Creating workflows for major systems Demonstrated experience in analyzing, disseminating, and interpreting policies and procedures. Ability to work with architects, developers, engineers, and domain experts to document non functional requirements Ability to understand business requirements and document them into a functional specification. Excellent written and verbal communication skills Solid attention to detail and multi-tasking abilities Strong conflict resolution and negotiation skills Determining and documenting requirements for APIs Familiarity with Azure API Management Familiarity with Azure DevOps Special Requirements : N/A Qualifications Describe how the proposed consultant resource is qualified to perform the work and meets and/or exceeds the Consultant Qualifications listed in the Scope of Work.
