Sr. Application Developer, Programmer 3 Purpose of Solicitation The New York City Department of Transportation (DOT) is issuing this solicitation (Solicitation) in accordance with the M/WBE Non-Competitive Small Purchase Method, pursuant to the New York City Procurement Policy Board (PPB) Rule Section 3-08(c)(1)(iv) to engage an appropriately qualified technology staffing company (Vendor) to provide a Sr. Application Developer (Consultant) who has considerable experience in software application projects, to perform hands-on web application development using Ruby on Rails and PostgreSQL and work closely with DOTs business units and IT&T development teams to implement IT Program Management Office (PMO) enhancements. Scheduled Work Hours 9 AM to 5 PM Monday Friday Work Location 55 Water Street, 7th Floor, New York, NY 10041 Nature of Work Consultants must be able to work in person from DOT location at 55 Water Street, 7th Floor, New York, NY 10041, complying with New York City and DOT policies. Project Scope The NYC DOT IT Project Management Office specializes in developing multiple large scale, workflow software applications that improve the efficiency and efficacy of the NYC DOT business teams that work with DOT clients who perform operations such as street sign planning, installation & repair, and inspection. Other applications may manage permits that allow public users to park on NYC streets or provide ease of traveling on NYC highways. These projects typically will provide a workflow and asset management system. Asset management will document current and historical sign inventory by location. The selected Senior Application Developer will assist the IT PMO with implementing projects similar to the applications as mentioned above. Services Desired DOT seeks an experienced Consultant that will be expected to: Perform detailed application design, database design, coding and unit/ integration/ performance testing with minimal supervision. Review and provide feedback on application architecture, evaluate application stacks and integration options, document business volume metrics and build performance models. Develop and integrate responsive design-based web applications using full stack Ruby on Rails 5.x with other Open-Source technologies such as Ruby 2.x, RVM, HTML5, CSS3, JavaScript, ReactJS, LeafletJS, jQuery, DataTables, Bootstrap, AngularJS, BackboneJS, PostgreSQL 9.x, Apache, Tomcat, Linux, Ubuntu, Redis and Memcache. Develop/integrate Geographic Information System (GIS)-based services based on ESRI, Google, MapBox, and Open-Source GIS solutions. Build and integrate with RESTful and JSON APIs. Perform configuration management, continuous integration, version control, unit and performance testing and document management with Open-Source tools such as GIT/GITHUB, RSpec, BlazeMeter, Jira. Knowledge and use of DevOps technology such as Docker, Ansible, Jenkins, DataDog. Refactor code for performance and security issues. Build secure web applications with user authentication and role-based access control. Be responsible for technical quality of the implemented code base and fully understand the implemented design. Understand and follow Software Development Life Cycle (SDLC) processes in a structured environment, including Waterfall, RUP and Agile development methodologies. Knowledge of Microsoft SQL Server, SSIS and SSRS. Work closely with architects, senior developers, business analysts and development teams for design, development, testing and implementation. Participate in software testing process, including identification and resolution of defects. Participate in and contribute to formal/informal technical reviews and presentations. Take inputs from reporting manager(s) and appropriately apply comments/ feedback. Accurately estimate time required to complete development tasks. Collaborate with diverse teams. Demonstrate the ability to cooperate with a variety of people and achieve results. Proactively initiate, develop and maintain effective working relationships with team members. Mandatory Skills/Experience for Consultant Candidates: Note: Candidates who do not have the mandatory skills will not be considered BA/BS Degree or equivalent, in a technology related field. 5+ years of total experience in object-oriented design, development, testing and deployment of mission critical business applications, and on web/client-server environments. 5+ years of hands-on development experience with projects involving the full stack Ruby on Rails 5.x with other Open-Source technologies such as Ruby 2.x, RVM, HTML5, CSS3, JavaScript, ReactJS, LeafletJS, jQuery, DataTables, Bootstrap, AngularJS, BackboneJS, PostgreSQL 9.x, Apache, Tomcat, Linux, Ubuntu, Redis and Memcache. Preferred Skills/Experience for Consultant Candidates Experience in build and integration with RESTful and JSON APIs. Experience with configuration management, continuous integration, version control, testing and document management with Open-Source tools such as GIT/GITHUB, RSpec, BlazeMeter and Jira. Must be flexible and willing to undertake a wide variety of challenging tasks. Experience in all phases of SDLC and standard SDLC methodologies such as Waterfall, RUP, Agile/SCRUM to deliver client solutions. Strong analytical, decision-making and problem-solving skills. Good communication, presentation and leadership skills. Team player who can establish excellent working relationships with peers and other teams. Ability to understand business requirements and estimate for delivery commitments. Experience using Microsoft Office Applications. Special Requirements: Consultants will not be compensated for lunch or mealtime holidays, vacations, or sick leaves taken by the consultant during the engagement. No overtime or schedule differentials premiums will be paid to Contractor for Consultants that perform work after/outside of Business Hours. All hours worked will be paid in accordance with the Hourly Bill Rate the Consultants labor category. Unless otherwise pre-approved in writing by the DOT reporting manager, the consultant cannot work more than 35 hours per week.
