This is a fixed fee/hourly based project which is inclusive of travel, lodging, per diem expenses and all other costs associated with the completion of the associated tasks. Face to Face Interviews: Face to face interviews are preferred; however, interviews may be held via Microsoft Teams. Telecommuting: Telecommuting is not allowed for this position. Scope of Work Effective leadership of the network and telecom team and management of all voice and data network, wireless, and telecom infrastructure. Ensures high availability of mission critical business systems Proactively monitors infrastructure resources to mitigate outages and service interruptions. Ensures timely upgrades and patches to infrastructure firmware, hardware, and software products. Maintain network security. Leads best practice firewall management. Goals Guides network architecture and hardware refresh strategy to fit business requirements and projected growth. Establishes and maintains infrastructure standard operating procedures. Organizes and maintains inventory of all hardware and software resources. Work in a collaborative environment with application, other infrastructure, and security teams. Deliverables Manage upgrade of VoIP phone system to UCaaS solution. Vendor management and cost negotiations for favorable pricing. Lead network/voice incident response activities, root cause analysis, and mitigation. Passion for Continuous Learning and Improvement. Network and voice project management. Annual budget preparation, expense monitoring, invoice approvals. Procurement of network and voice services, hardware, and software. Benchmarks Uptime of network Outage time to resolution Projects completed on time and within budget Expenditures vs. budget Start and Completion Dates Start: September 9, 2024 Complete: Minimum of 3 months depending on performance. Education Bachelors or Masters Degree in Computer Science or related field. Job Specifications Note: You must be authorized to work in the United States without sponsorship from the City of Jacksonville. Must pass the Criminal Justice Information Services (CJIS) background screening performed by the Jacksonville Sherriffs Office prior to beginning work. Within 30 days of start date, acquire and maintain the appropriate level of Criminal Justice Information Systems (CJIS) certification which corresponds to the job responsibilities. Mandatory Experience Prefer knowledge of legacy voice and call center systems such as Cisco Finesse, along with UCaaS. Prefer network certification such as Cisco CCNA. Ability to manage risks and handle crises. Exceptional customer communication and interpersonal skills at all levels of the organization. Ability to effectively prioritize and execute tasks in a dynamic environment. Attention to detail and ability to organize and maintain multiple tasks and processes. Ability to implement formal procedures for increasing productivity, driving consistent service delivery and increasing customer satisfaction. Good analytical and problem solving skills to resolve technological problems. Experience with developing Requests for Proposals (RFPs) for network hardware and services. Experience in developing and renewing service contracts on-time and establishing service level agreements with telecom providers. Recruits staff, interviews, and hires. Communicates clear direction, manages for results, and leads organizational change.
