The ideal candidate will work independently and within a team environment, collaborating with developers of various skill and experience levels. This role involves significant contributions to critical projects such as the Education Data and Calculations (EDC) and the Consolidated Financial Reporting System (CFRS). Qualifications: Proven experience in designing, developing, implementing, and maintaining complex web-based software applications. Proficiency in Microsoft VB.Net, ASP.Net, JavaScript, XML, SQL Server Reporting Services, and SQL Server database. Experience using Visual Studio development platform. Knowledge of Azure DevOps for source code control and project management. Strong analytical skills with the ability to interpret user requirements and translate them into effective technical solutions. Excellent communication skills with the ability to explain complex technical details to non-technical users. Ability to work independently and collaboratively within a team, managing multiple projects and tasks simultaneously. Experience in mentoring and knowledge transfer to IT staff. Ability to follow established coding and database standards, ensuring compliance and consistency. Projects/Applications Involved: Education Data and Calculations (EDC): PDE recalculates prior year aid ratios and average daily membership based on changes to component data annually. Consolidated Financial Reporting System (CFRS): Utilized by the Pennsylvania Department of Education and the Office of the Budget's Office of Comptroller Operations for the collection of the Annual Financial Report, General Fund Budget, and Reimbursement Application. Special Skills: The OA-IT General Government Delivery Center is seeking a senior applications developer responsible for designing, developing, implementing, and maintaining complex web-based software applications. Responsibilities: User Requirement Analysis: Collaborate with the project team to analyze and interpret user requirements. Propose innovative solutions that align with user needs and project goals. Development Leadership: Lead the development efforts for assigned projects, ensuring quality and timely delivery. Design and program the user interface, business logic, database, and reporting components. Database Design and Management: Propose database designs for approval by database administrators. Assist in the data migration process from existing databases to new systems. Programming and Development: Utilize Microsoft VB.Net, ASP.Net, JavaScript, XML, SQL Server Reporting Services, and SQL Server database for development. Work within the Visual Studio development platform. Adhere to established coding and database standards to ensure consistency and quality. Source Code and Testing Management: Use AzureDevOps for source code control, work item management, testing activities, and documentation versioning. Estimate time required to fulfill project requirements. Conduct thorough unit and regression testing for all developed code and resolve any bugs. Communication and Documentation: Report the status of work regularly to the project manager. Present complex technical constructs and concepts to non-technical users in an understandable manner. Document processes, mentor, and provide knowledge transfer to IT staff as needed.
