Job Description: The Advanced Planning Budget Manager leads the financial development of the Advanced Planning Documents (APD). This role develops and creates Medicaid Detailed Budget Tables (MDBT), collaborates with interna land external stakeholders, project teams, technical teams, vendors, contract and budget offices, and other key stakeholders to develop APD budgets. This includes drafting the budget, financial, business and technology narratives required to articulate the status of activities for all projects in various phases throughout the planning, implementation, and operations phases of their lifecycle and are directly related to CMS outcomes, state specific goals, and project requirements. The role collaborates with the IT Finance and DHB Budget teams for tracking APD project actual expenditures against CMS approved APD requesting funding to ensure projects are within budget. The role serves as the organizational expert and consultant on CMS rules/policy for APD development and participates in CMS Systems Certification. Additionally, this role develops as needed APDs when project schedules/funding changes exceed CMS thresholds to support the NC Medicaid, Medicaid Enterprise System (MES) Program. Required Skills: Proven experience in developing and creating the Medicaid Detailed Budget Table (MDBT) 7 Years Demonstrated ability to collaborate with internal and external stakeholders, project teams, technical teams, vendors, and other key stakeholders. 10 Years Proven experience with tracking APD project actual expenditures against CMS approved APDs to ensure projects are within budget. 7 Years Expert working knowledge of CMS Systems Certification and Compliance. 7 Years Prior state government/public sector experience with health and human services programs (such as Medicaid, MES, MIMS, etc) 10 Years Experience executing against multiple priorities/projects. 10 Years Expert level ability to interpret Medicaid and policies to ensure compliance with CMS regulations. 7 Years Expert level Advanced Planning Document (APD) development or Request for Proposal (RFP), Request for Information (RFI), contract or grant writing. 7 Years Proficient use of project collaboration and tracking tools (Microsoft Project Suite, MS Teams, Zoom, etc.) 7 Years Ability to create and deliver PowerPoint presentations, and standard operating procedures (SOPs). 5 Years Keywords: information technology golang purchase order wtwo microsoft North Carolina Advanced Planning Budget Manager (Medicaid) [email protected] |
