Job Description - Title Software programmer Location Tallahassee, FL (Onsite) Duration 12+ Month Visa type USC/GC MOI Skype The scope of work includes maintenance and bug fixes, as well as enhancements to the database to accommodate recent advances in program processes. The feature enhancements or fixes will include, but not be limited to, the following: Maintenance of RTS / Pesticide Use Permit System (PUPS); Work with the Office of Agriculture Technology (OATS) within the Department to enhance the interface to the OnBase document management system from RTS through a WebService created by client Work with OATS to create a report/notification system to alert each manager, Regulatory Specialist I (RSI), and Environmental Specialist III (ESIII) when they have new scanned documents from OnBase in their queue awaiting approval; Work with OATS to maintain/enhance the RTS/ National Pesticide Information Retrieval System (NPIRS)/Accepted Label State Tracking and Repository(ALSTAR) product interface including an issue with the product number changing when company/product brands are transferred, causing those labels to be unavailable for external viewing in NPIRS; Develop Pesticide Registration Evaluation Committee (PREC) Reports for Performance Based Budgeting. All work will be coordinated and supervised by the database owner or their designee. The contractor will adhere to all Department rules, regulations, policies, and procedures SKILLS To accomplish the work outlined above, client requires an experienced systems software programmer with the following skills and experiences listed below. This list is not exhaustive; nor are all skills required. Technical Skills, written and verbal communication, and experiences will be the basis for evaluation of responses to the RFQ. Minimum 5 years of experience with Oracle WebForm Minimum 5 years of experience in programming in Toad or SQL+ Demonstrated experience with object-oriented development techniques is required Experience working in a multi-development group is required Demonstrated 3 years of experience working with RTS application components is required Excellent verbal and written communication skills Ability to communicate effectively with technical and user staff. Vendor and candidate must agree to the following terms: All software additions and enhancements to the RTS regulatory applications are the property of client. Candidate must follow client standards and guidelines for application development. Documentation of requirements, design, modifications and deployment or implementation plan prior to commencement of each phase. Documentation of the solution for each item, with a narrative explaining what modifications were made, shall be reported weekly. Testing will be scheduled and coordinated by the Division information officer or designee with users for gathering information, feature testing, new development acceptance and other aspects that require interaction with Division staff. Testing will incorporate a test plan created by the candidate in advance of asking the user to test the application using the document "Test Case Template.docx" to provide the test steps the user is to take for testing each scenario of the new, modified or corrected feature, form, report or functionality. All code behind the forms, procedures, packages or other objects where code is written or modified will be documented as comments above or within the code and will include, at a minimum, the following: name of developer affecting code date code was affected explanation of what change was made and for what reason Change log requests will include a description of the events represented or actions taken on data by the scripts, packages or procedures in the request. Mock up screen shots will be provided and approved prior to commencement of development of any screens, forms, pages or other objects designed for reviewing data. Some screen shots, mockups and design documents will be provided by AES. Requests for time off or schedule variance must be approved by the client contract manager.
