Systems Software Programmer Location- Tallahassee, FL- Hybrid 12+ months Any visa Client- Florida Department of Agriculture and Consumer Services Qualifications The contractor may provide ONLY one (1) candidate response as follows: 1. The contractor shall explain how the proposed candidate meets the minimum requirements and explain the candidates experience in performing the representative activities. The Florida Department of Agriculture and Consumer Services (FDACS or Department) seeks to establish a contractual services agreement with a qualified State Term Contract vendor to provide information technology services through the following temporary staff position systems software programmer who, working with the Division of Agricultural and Environmental Services (AES) and other FDACS staff, will enhance and maintain the existing Registration Tracking System (RTS) database. This project requires the use of state-of-the-art technologies and methodologies in information management to collect, report, and license pesticide registration products through a seamless interface. BACKGROUND The mission of the Department is to safeguard the public and support Florida's agricultural economy by: Ensuring the safety and wholesomeness of food and other consumer products through inspection and testing programs; Protecting consumers from unfair and deceptive business practices and providing consumer information; Assisting Florida's farmers and agricultural industries with the production and promotion of agricultural products; and, Conserving and protecting the state's agricultural and natural resources by reducing wildfires, promoting environmentally safe agricultural practices and managing public lands. AES oversees the licensing, registration and certification of the following: Pesticide product brands; Specialty fertilizer products; Distributors and manufacturers of feed, seed and fertilizer products; Agricultural pesticide applicators; Pesticide dealers; Pest control applicators and businesses; Aerial applicators and aircraft; and, Mosquito control applicators. RTS is a web-based application utilizing Oracle 11g Relational Database Management Systems (RDBMS) that includes data entry collections from internal customers only. Data includes product registration. Financial inputs are primarily transferred nightly from the Department's eCommerce web payment portal, as well as additional data entry from pesticide registration staff. SCOPE The scope of work includes maintenance and bug fixes, as well as enhancements to the database to accommodate recent advances in program processes. The feature enhancements or fixes will include, but not be limited to, the following: Maintenance of RTS / Pesticide Use Permit System (PUPS); Work with the Office of Agriculture Technology (OATS) within the Department to enhance the interface to the OnBase document management system from RTS through a WebService created by FDACS Work with OATS to create a report/notification system to alert each manager, Regulatory Specialist I (RSI), and Environmental Specialist III (ESIII) when they have new scanned documents from OnBase in their queue awaiting approval; Work with OATS to maintain/enhance the RTS/ National Pesticide Information Retrieval System (NPIRS)/Accepted Label State Tracking and Repository(ALSTAR) product interface including an issue with the product number changing when company/product brands are transferred, causing those labels to be unavailable for external viewing in NPIRS; Develop Pesticide Registration Evaluation Committee (PREC) Reports for Performance Based Budgeting. All work will be coordinated and supervised by the database owner or their designee. The contractor will adhere to all Department rules, regulations, policies, and procedures. SECURITY REQUIREMENTS The contractor and contractors personnel must comply with the following security and non-disclosure requirements: 1. Must undergo a level 2 background check paid for by the Department. 2. Must sign and comply with confidentiality and data use agreements. 3. Must sign a disclosure statement. 4. Must successfully pass the Departments ethics and security awareness online training. Preferred Experience: Preference will be given to candidates with knowledge of Oracle 11g Relational Database Management Systems (RDBMS); Department rules, regulations, policies, and procedures.
