Background on the FAACT Project: The Framework for Addiction Analysis and Community Transformation (FAACT) platform is a substance abuse data analytics tool licensed through Qlarion/Voyatek. Its primary goal is to comprehensively capture data on substance use disorder and opioid-related issues across the Commonwealth of Virginia. The platform standardizes methodologies, metrics, and indicators to provide valuable information to agencies and state government, helping to reduce substance abuse. The program is managed by VITA in collaboration with the Office of Data Governance and Analytics (ODGA). Job Description: We are seeking a highly experienced Technical Business Analyst to join our team for the FAACT Project. This role will involve conducting a needs assessment for the FAACT platform, including a review of existing state software platform data sets and gathering high-level functional requirements. The Technical Business Analyst will work closely with stakeholders, including state agencies and addiction service providers, to identify requirements and ensure the platform's effectiveness in addressing substance use disorder in Virginia. Key Responsibilities: Conduct comprehensive needs assessments, gathering input from various stakeholders, including VITA, ODGA, state agencies, and local governments. Review and analyze existing FAACT platform data sets and software to identify areas for improvement and enhancement. Facilitate and conduct in-person stakeholder meetings and interviews (approximately 20 interviews). Develop high-level requirements for the FAACT enterprise data platform based on needs assessments and stakeholder feedback. Collaborate with a multi-person team, including project managers, business analysts, and technical analysts, to deliver a final report and recommendations. Participate in a decision-making process to determine the best path forward for the FAACT platform. Minimum Qualifications: Experience: At least 10 years of experience as a Technical Business Analyst or in a similar role. Stakeholder Interaction: Proven ability to interact effectively with stakeholders at all levels. Data Platform Project Experience: Extensive experience with data platform projects, including needs assessments and high-level requirement gathering. References: Must be able to provide references from previous job experiences. Preferred Qualifications: State Agency Experience: Experience working with State agencies, particularly in Virginia, is highly preferred. However, experience with agencies from other states will also be considered.
