Title: Hybrid/Local Project Manager (PMP) Location: Richmond VA Duration: 12+ Months Interview Type: Both Webcam and In Person Interview *Preferably local candidates. *Candidate MUST possess PMP certification through PMI or VITAs PM certification. No other certification qualifies. *Candidate must also be able to work onsite 2-3 days/week. *Contractor will be responsible for purchasing parking through VDOTs Parking Management Office or procuring their own parking. Skill Required years req Years Used Last Used Large Project Management Required 15 Project, vendor, and product risk assessments Required 10 Managing multiple large scale procurement projects simulations in an IT setting Required 10 PMP or Qualified under Commonwealth of Virginia Qualification Standards for IT Project Managers for Category 4 Projects. Required 8 Comprehensive knowledge of vendor contracting, and vendor management methodologies related to information technology projects. Required 10 Financial strategy, tracking budget Required 10 Hands-on working experience with Microsoft Project. Required 4 Must possess an active PMP from PMI OR a PM certification from VITA (no other certifications are accepted) Required 5 VITA CTP and ECOS/COVRamp process Highly desired 1 Proposal Development/Business Writing Highly desired 10 Strong knowledge of cloud infrastructure and software systems, including Azure and Google Cloud. Highly desired 8 Experience managing cloud-based solutions for data management and analytics. Highly desired 8 Experience in IT Infrastructure delivery (networking, physical plant, vendor management, site provisioning) is preferred. Desired 8 QualificationsRequired: Investment Planning Possess strong financial acumen and experience in the creation of project and procurement budgets and financial forecasts Ability to define and manage cashflow strategies, and perform effective capital expenditure planning Proven track record of performing project, vendor and product risk assessments and developing contingency strategies (10+ Years). Ability to assess debt and financing strategies Tracking of adherence to budget (10+ Years) Procurement Management Ability to interact effectively with VDOT business and technical team members and vendor representatives at all levels to coordinate procurement activity. Ability to analyze and translate VDOT business requirements into system specifications in a procurement context. Ability to resolve the technical aspects of contract and procurement issues arising during the contract lifecycle. Proven track record of managing multiple large-scale procurement projects simultaneously in a technology setting (10+ Years). Experience in aligning procurement activities with project timelines (10+ Years). Ability to provide guidance to team members regarding compliance to procurement processes and standards Understanding of contract law and procurement processes Project Management Active Project Management Professional (PMP) or VITA certified Project Management certification Comprehensive knowledge of project management methodologies and experience in both Agile and Waterfall project management. Knowledge of project management tools, methods and practices including proficiency with Microsoft Project software, Microsoft Office Suite (Word, Excel, PowerPoint) and Microsoft SharePoint Experience in leading a team through successful completion of the project phases: Preselect, Initiation, Planning, Execution and Control and Closeout. Communication Skills Ability to communicate effectively orally and in writing Possess strong negotiation skills Possess servant leadership values Demonstrated ability to serve collaboratively in team member and team-lead roles Technology Training and Experience A combination of training, experience, or education in Computer Science, Information Systems, Engineering, Business Administration or related field desired. Progressively responsible experience with system analysis, design, development, testing and troubleshooting. Ability to analyze, design, develop, troubleshoot and implement technology solutions. Experience in the Knowledge of data modeling, interface management applications and tools. Ability to program and create custom reports using IT application standard tools. Preferred: Agile Scrum Master certification Special Instructions to Applicants: This position requires a fingerprint-based background check. PMP certification from PMI or PM certification from VITA is required no other certification qualifies. SKILLS: Current Project Management Professional (PMP) from the Project Management Institute (PMI) Candidate must have a minimum of 15 years experience managing large-scale projects involving technology procurement Solid understanding of software development life cycle models as well as expert knowledge of both Agile and Waterfall project management principles. Balance business/technical background with sufficient level of technical background to provide highly credible leadership to technology teams. Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server) Bachelors degree Experience with VITAs Commonwealth Technology Portfolio (CTP) system and ECOS/COVRamp process is strongly preferred. Experience with the core Commonwealth IT procurement processes (RFP, VITA Statewide Contract, and CAI SOW) is preferred.
