Accessibility Web Engineer

CLIENT NAME:

California Public Employees Retirement System (CalPERS)

SCOPE OF WORK:

The project involves hiring a senior digital accessibility compliance web engineer to support CalPERS' website and web applications. The consultant will design, develop, test, and ensure accessibility for web and mobile solutions, adhering to federal and state guidelines. Key tasks include creating technical specifications, defining accessibility test procedures, managing complex technical details, and meeting project deadlines. The consultant will work under the Accessibility Compliance Team supervisor and participate in implementation and communication activities.

Consultants are expected and required to utilize their own equipment, tools, supplies, and vehicles.

Deliverable 1:
Analysis and Design

Review current workflows and map out new workflows.

Propose one or more design options as appropriate to each situation, including a level-of-effort estimate and target delivery date.

Document the design option selected by CalPERS.

Maintain WCAG 2.2 Level AA requirements.

Determine impact of reported defects or enhancements to existing application.

Deliverable 2:
Implementation, Testing, and Support

Develop approved application changes within the existing technical environments, using the approved promotion path and QA/testing methodology.

Performing internal unit/QA testing.

Update and enhance system documentation to keep it synchronized with system and environment changes.

Deliverable 3:
Define Accessibility Test Procedures

Develop accessibility test methodology to include automated tools, assistive technology, and manual review.

Ensure all WCAG 2.2 Success Criteria are addressed in testing procedures.

Deliverable 4:
Knowledge Transfer

Contractor will provide knowledge transfer of digital accessibility designs and insights across products and services to the Accessibility Compliance Team.

Knowledge transfer to occur via collaborative documentation, code commenting, cross training, and job shadowing.

Knowledge transfer to take place at CalPERS via regular scheduled meetings and review of documentation.

Documentation to include best practices and lessons learned during the project.

Throughout the contract, all work products and deliverables (including status reports, business processes, incident reports, meeting minutes, test cases, and outcomes) must be discussed with the contract manager for documentation and storage. The contract manager will also schedule regular knowledge transfer sessions to ensure that all work details are documented and that the knowledge is effectively transferred to state personnel.
