Scope of Work

Client is developing a new web-based travel system to replace its current custom solution and to automate travel management to include travel planning and approval, expense reporting, and reimbursement. The Legislature currently processes approximately 1,250 travel authorizations and 5,000 vouchers for reimbursement annually. Some of the objectives of the System are greater efficiency for its users, and new and enhanced functionality.

Requirements Overview

 System must provide standardized travel authorization and voucher forms that meet the requirements of the Florida Department of Financial Services pursuant to 112.061(22), F.S.

 System must electronically interface with the Florida Planning, Accounting and Ledger Management (PALM) system, and the MyHR legislative human resource information system provided by NeoGov.

 System must follow the business rules and workflow of the current system.

 System must have intuitive and efficient user interfaces.

The Professional Staff will be expected to assist Client by performing the following tasks including, but not limited to:

 Serves with the Contract Manager as a point of contact from project/system inception to delivery.

 Works under general direction of Contract Manager.

 Leads the design of the legislative travel system for electronic workflow and database design.

 Provides technical guidance for all project development staff.

 Create requirements, rules, and design documents and gain a complete understanding of the business process. Identifies additional technical requirements.

 Assists and advises during the procurement of a system, whether custom or off-the-shelf product, and resulting contract negotiation. Assists with the creation of contract with a vendor for the system and the transition to the new system, and assists with managing vendor penalties and incentives.

 Assists in the development of user stories, acceptance criteria and test cases.

 Assists in the development of the System per the user stories.

 Performs unit and system testing and assist with the coordination of user acceptance testing.

 Responds to all issues reported out of testing and resolve all items determined to be defects,

 Assists in the design, creation and maintenance all required databases, including data migration of legacy data.

 Develops user and system documentation, which includes training and operational guides.

 Assists and represents Client in the implementation of the system.

 Assists and train legislative employees in the system.

 Assists in the configuration of the system.

 Assists in the integration of the system with MyHR and Florida PALM.

Business Analyst

The Business Analyst will provide business analysis functions and perform other processes as needed. Serves as a liaison between the business community and the Client in order to provide technical solutions to meet needs. Analyzes Client operations to understand their strengths and weaknesses to determine opportunities to further automate and provide efficient processes and functions. Assists in the business process redesign and documentation as needed for new technology. Translates high level business requirements into functional specifications for Client and manages changes to such specifications. Assists in the negotiation of contracts or agreements and by facilitating communication between Client and a vendor from initial system requirements to final implementation.

Good communication and collaboration skills are a must as this individual will work closely with management, project stakeholders and the application development team.

Required Education:

Bachelors Degree in Computer Science, Information Systems, Business Administration, or other related field.

Experience, Knowledge, and Abilities:

Required:

A minimum of 10 years of relevant technical or business work experience in an intermediate professional level role.

 Experience writing business cases.

 Experience eliciting, capturing, analyzing, refining, articulating and documenting business requirements, user stories, acceptance criteria and software documentation via approved processes.

 Experience managing requirement changes throughout the project lifecycle.

 Ability to collaborate closely with Users, Development and QA Teams.

 Experience leading and managing requirements gathering and analysis activities by working with stakeholders, developers, designers, QA analysts and internal/external customers.

 Experience overseeing design of test cases.&
