Job Description:

Architect and lead developer for State of Delaware, Department of Transportation.

      Assisted senior management and business stakeholders with developing RFP technical requirements, evaluating vendor solutions, developing proof of concepts and producing minimum viable products. Helped with evaluating and adopting cloud solutions (AWS, MuleSoft API gateway/ESB).

      Worked closely with the frontend development teams to introduce API based UI design and development using frontend frameworks like React and Angular. Used Authentication as a service solutions like Okta and Auth0.

      Introduced GraphQL to the overall solution stack of a critical high-revenue generating application to address unique data privacy and confidentiality requirements.

      Designed and maintained an in-house Certificate Authority using OpenSSL for issuance of client SSL certificates for mutual-authentication for various legacy systems involving exchange of sensitive PII data.

      Replaced numerous legacy JMS messaging systems with a more flexible, cross platform RabbitMQ message broker to modernize systems integration, improve maintainability, increase reliability and improve throughput/efficiency.

      Replaced legacy Govolution Payment Processor with FiServ (First Data) Payment Gateway.

      Developed crucial software applications to seamlessly replace nearly 500 VeriFone terminals with Ingenico terminals, in a phased manner, allowing both legacy and new system to coexist simultaneously for a while to minimize business continuity disruption and risk during transition.

      Architected and oversaw the overall development and implementation of various credit card payment modules (Java backend, .net C# and VB.net POS frontend and integrate with mainframe cash/accounting system).

      Hands-on development of communication modules for VeriFone payment terminals using low-level TCP sockets based communication protocols as well as REST API based communication modules for Ingenico terminals where applicable.

      Designed and developed integration solutions to help Delaware Citizens with voter registration at DMV locations using the same signature pad terminals that were used for payments. This solution allowed for real-time updating of information in Dept. OF Elections mainframe and cloud systems, replacing the legacy, erroneous paper based voter registrations. Received several awards and recognition from the Governors office for this solution and for the cross-agency team effort.

      Over the years, developed numerous secured SOAP web services and REST APIs for several vendor systems, including document management, business transactions management, mobile DL, Vehicle Emissions/Inspection systems and Kiosk management systems.
