Roles Overview: There are three roles in this initiative, with one focused on M&A and two heavily centered on managed care experience. Reporting Structure: This role reports to Noelle, who leads IT implementation programs. Noelle reports to the VP of Application Development, who is the new second-in-command to the CIO at CareSource. There's speculation that the VP of App Dev could become the future CIO. Current State: An existing IMO (Implementation Management Office) focuses on new markets, M&A, and end-to-end programs. After state funding is secured, the MIMO (Market Implementation Management Office) begins project planning, led by Antoney, Qamar, and other familiar faces. Noelles team is working "neck and neck" with the IMO, but friction has arisen due to the IMO's lack of delivery. Issues include missing status reports, project plans that exclude IT elements, and a need for better collaboration. Currently, Noelle is pulled into PM'ing and program management tasks, which distract her from focusing on relationship-building with IMO leadership. She needs program managers to take over these project management functions to alleviate the pressure. Challenges: Vp of App Dev has tasked Noelle with establishing a "factory model" and playbooks, focusing on PMO basics such as RACIs, Charters, and standardization around meeting cadences and interaction points. BAs aren't attending IMO meetings, and a strong leader is needed to drive organization and diplomacy in managing the domain. RAIDD logs and project plans are chaotic, and a more structured approach is needed. Noelle needs one PM focused on M&A operationally, addressing issues like IT employee onboarding from mergers, developing a data migration strategy, and establishing a test strategy for a separate IT workstream. Current Gaps: IT Product Owners (POs) are present but struggling to get business-critical paths defined. The team needs people who can roll up their sleeves, take ownership, and get things done. Team Composition: The current team is small, with a few architects who are currently doing the IMO's work. They are acting as product owners and solution architects, rather than focusing on core architecture. Insurance and Managed Care Organization (MCO) Experience Required: Experience managing large-scale implementations in managed care organizations. Background in healthcare or managed care core technologies (e.g., member, provider, claims, HEDIS/quality, utilization and care management, call centers, portals, EDI). Experience with Medicaid, Marketplace, and Medicare products. Program Management: Manage the full project lifecycle, including requirements gathering, creating project plans and schedules, managing resources, budgets, and facilitating project execution, deployment, and closure. Utilize industry-standard project management tools and techniques (e.g., ADO, ServiceNow, SharePoint, Power BI). Adhere to enterprise project management methodologies and procedures (e.g., change control, status reporting). Collaborate with stakeholders to identify resources, resolve issues, and mitigate risks. Coordinate cross-functional meetings to meet overall stakeholder expectations and company objectives. Provide functional and technical knowledge across multiple business and technical areas. Ensure quality standards are met in all project deliverables (e.g., design documents, test plans, training materials, and operations documentation). Presentations and Communication: Use corporate project management tools (e.g., ADO, ServiceNow, Teams, SharePoint, Power BI) for collaboration and communication. Create visually compelling and persuasive presentations and communications (using animations, graphics, charts, and graphs). Technical Experience: Experience working in Agile environments or as part of Agile teams. Proficient in programming, data analysis, technical writing, and product ownership.
