Job Overview:

Client is seeking a Enterprise Data Warehouse Systems Manager responsible for working with client a

nd vendor teams in the operation of their Medicaid enterprise data warehouse (EDW). This position is planned for remotely servicing a state Medicaid client. You will bring a mix of demonstrated project management capabilities, exceptional organizational and self-management qualities, strong leadership capabilities, and effective written and verbal communication skills.
This role focuses on ensuring the performance, scalability, and reliability of data warehouse infrastructure while supporting data integration, quality, and business intelligence needs. The manager will lead a team of technical professionals, manage system operations, and drive improvements to align the data warehouse environment with organizational goals.

You will leverage your problem-solving abilities, project management, and systems knowledge to help State Medicaid agencies improve the health and lives of individuals

Key Responsibilities:

System Management:

Oversee the day-to-day operation of the Enterprise Data Warehouse, ensuring high availability, performance, and reliability.

Manage data storage, data processing, and system performance to meet business requirements and service level agreements (SLAs).

Monitor system health and troubleshoot issues related to hardware, software, and data processing.

Team Leadership:

Lead, mentor, and manage a team of data warehouse professionals, including data engineers and system analysts.

Provide guidance on technical and operational issues, support professional development, and conduct performance reviews.

Coordinate team activities, manage resource allocation, and ensure effective communication within the team.

System Optimization:

Implement and manage performance tuning, indexing, and optimization strategies to enhance system efficiency and data retrieval.

Develop and execute maintenance plans, including patch management, upgrades, and configuration changes.

Conduct capacity planning and scalability assessments to support future growth and evolving business needs.

Domain Experience

Experience in one or more of these areas in State Healthcare background

MAR Reporting, SURS, Federal Reporting, Encounter Analytics

FADS, T-MSIS & Adhoc Reporting

Data Integration and Quality:

Oversee ETL (Extract, Transform, Load) processes to ensure accurate and timely data integration from various sources.

Implement and enforce data governance policies to ensure data quality, consistency, and compliance with regulatory requirements.

Monitor and address data quality issues, including data cleansing and data validation.

Project Management:

Manage data warehouse-related projects, including system enhancements, migrations, and new implementations.

Develop project plans, allocate resources, and ensure projects are completed on time and within budget.

Collaborate with business stakeholders to understand requirements and deliver data solutions that align with organizational objectives.

Strategic Planning:

Develop and execute strategies for system improvements, including evaluating and adopting new technologies and tools.

Align data warehouse systems with business strategy, ensuring they support data-driven decision-making and analytics.

Provide recommendations for system upgrades and innovations to enhance data warehouse capabilities.

Documentation and Reporting:

Maintain comprehensive documentation for system configurations, processes, and procedures.

Prepare and present regular reports on system performance, incidents, and improvement initiatives to senior management.

Ensure compliance with internal policies and external regulations through proper documentation and reporting.

Qualifications:

Education:

Bachelors degree in Computer Science, Information Technology, Data Management, or a related field. Advanced degree or relevant certifications preferred.

Experience:

Minimum 10 years in a managerial or leadership role  

Minimum 5 years of experience in data warehouse management or operations. Proven experience in managing large-scale data warehouse environments and leading technical teams.

Minimum of 5 years' experience supporting a State Medicaid Agency

Skills:

Strong understanding of data warehouse architecture, ETL processes, data integration, and data modeling.

Proficiency with technologies and tools such as Informatica PowerCenter, Cognos, Tableau.

Excellent project management skills, with experience in managing data-related projects and coordinating with cross-functional teams.

Strong analytical and problem-solving abilities, with a focus on improving operational efficiency.

Effective communication skills, with the ability to present complex information to various audiences.
