Description

A bachelors degree or master's degree in a related field, PMP certification, proven project management experience, Understanding of ERP implementation, Budget management experience. Duties and Responsibilities: Job responsibilities include all or some of the following. Support PeopleSoft Program manager: - Interface with high level client management, as well as vendors, - Facilitate project activities, as needed, - Facilitate resource management for projects, - Coordinate and communicate with agency stakeholders, - Understand political relationship of key decision makers, - Facilitate management of issues and risks from the projects to the program, - Ensure that deliverables are developed per defined requirements and timeframe, - Stay abreast of significant change initiatives, - Highlight and identify needed program changes, and - Work with IV & V on project/program findings and recommendations. Assist with preparation and support for the PeopleSoft Governance Council such as: - Prepare presentations - Prepare 3 to 5 year plans - Prepare and report priorities of projects within the program Performs administrative activities such as collecting, maintaining, monitoring and reporting on: - Weekly status of the Program - Program spending and program metrics. - Program requirements, documentation, issues, funding and risks. - Meeting logistics, notices, written communication and meeting minutes. - Program objectives via metrics and reports for distribution. - Program plans and schedules for distribution to program team members. - Tasks and action items pertinent to the success of the individual projects. - Program and project changes as needed. - Communications to internal clients, team members and leadership. - Schedule information to clients, customers support organizations and vendors. Required: - Knowledge of ERP systems and upgrades, specifically PeopleSoft. - Basic project management and administration processes and principles. - Project Management Professional (PMP) certification or the equivalent."

The 
Department of Administrative Services (DAS) Bureau of Information Technology Solutions (BITS) is partnering with the Department of Motor Vehicles (DMV) to launch Connecticuts first digital drivers license, as part of the Governors vision.

This exciting initiative is in its early stages and offers a unique opportunity for a Project Manager to lead a high-profile project. The Project Manager will manage all aspects of the project from initiation to closure and lead a cross-functional team of agency stakeholders, business users, IT professionals, and vendors.

Please note: The candidate must be local and will be required to work out of the DMV Wethersfield office three times a week.

Key Responsibilities

Define project scope, objectives, and deliverables

Develop and manage project plans, schedules, and timelines

Prepare and distribute dashboards and status reports

Manage stakeholder relationships and expectations

Identify, track, and manage risks and issues, developing effective mitigation strategies

Manage vendor deliverables and ensure alignment with Statements of Work (SOW)

Organize and facilitate meetings, ensuring effective collaboration and communication

Oversee change management efforts; collaborate with diverse stakeholders to ensure seamless integration and user adoption

Ensure compliance with relevant regulatory requirements, standards, and policies

Required Experience

        10+ years in Project Management, including large-scale, complex technology projects

Experience in the public sector or with state agencies, DMV preferred

        Experience with mobile app development, cloud infrastructure, digital wallets, APIs, and biometric authentication

Required Skills

Excellent verbal and written communication; ability to discern and synthesize complex information and present it clearly

Strong presentation skills, with experience presenting to executive leadership

        Proven leadership, with experience managing and holding cross-functional teams accountable

Comfort in navigating a matrixed environment to drive progress and decision-making

Strong initiative and problem-solving, finding innovative solutions to move projects forward

Skilled in uncovering unexpressed dependencies, requirements, and expectations

Sound judgement in dealing effectively and diplomatically with all levels of government staff

Proficiency in various project management methodologies (Agile, Waterfall, etc.)

Expertise in Microsoft Office Suite, PPM tools (Monday.com, etc.), JIRA, and Confluence

Preferred Qualifications

PMP (Project Management Professional) certification

Bachelors or Masters degree in business or related field

Administrative Considerations

The scope of assignments may evolve, either scaling down or expanding, as projects progress through different phases. The contract employee shall be expected to maintain and provide written documentation on any work performed in conjunction with this engagement.

The engagement will be for a term of up to 12 months. All work will be performed in eight (8) hour shifts, Monday to Friday, excluding State holidays. Consultant must be available and working during core state working hours, Monday to Friday, 8 AM to 5 PM Eastern Time. Some liberty may be given to flex daily hours up or down based on business need, not to exceed a total of 40 hours per week. Payment will be on a time and material basis and paid only for actual hours worked.

Consultant must be willing and available to travel into the DMV Wethersfield office three times per week. Local travel reimbursement is not provided.

The contractor must provide their own laptop, webcam, and high-speed internet (if working remotely) to perform their duties. Consultant must be on camera during virtual meetings. All software licenses and access will be provisioned by the State of Connecticut.

Information accessible by the contractor may be sensitive, confidential, or subject to the Privacy Act and/or HIPAA considerations. Contractor personnel must be familiar with and comply with the provisions of appropriate regulations and/or instructions. Signing of a confidentiality agreement will be required. Daily sign-in to the facility may be required. The contractor employee must always display an access badge while present in state facilities. A background check will be required.
