Level Description: Seeking a PeopleSoft HCM Business Analyst to join the CAPPS HCM upgrade project team. The ideal candidate will possess a robust understanding of PeopleSoft Payroll or Time & Labor, with hands-on experience in Texas state agencies or the CAPPS system preferred. Responsibilities: Understand business objectives and challenges, propose alternative solutions, and conduct cost/benefit analyses. Analyze user requirements and existing procedures to automate processes or improve computer systems. Collaborate with organizational units to analyze operational procedures, identify problems, and gather specific input and output requirements. Draft detailed descriptions of user needs, program functions, and development or modification steps. Evaluate computer system capabilities, specifications, and scheduling constraints to determine feasibility. Core duties include requirement analysis, facilitating review meetings with subject matter experts (SMEs), documenting complex system requirements, processes, test scenarios, and training materials, performing hands-on testing, and supporting multiple test cycles. Demonstrate effective communication and collaboration with a diverse team, utilizing collaboration tools in a remote work environment. Estimate work, set deadlines, and communicate effectively. Mandatory Skills: 8 years of experience as a Business Analyst with PeopleSoft HCM on implementation or upgrade projects. 8 years of experience with PeopleSoft HCM 9.2 Payroll or Time & Labor. 8 years of experience identifying requirements and creating formal functional documentation for key business stakeholders and SMEs. 8 years of experience conducting formal work sessions and functional analysis presentations. 8 years of hands-on experience with end-to-end system integration and external interface testing. 8 years of experience with Microsoft O365 applications (Word, Excel, PowerPoint, Teams, Visio). Desirable Skills: 4 years of experience working with public sector organizations (Federal, State, or Local Government). 2 years of experience with the Comptroller of Public Accounts (CPA) CAPPS Financials. 2 years of experience with PeopleSoft HCM 9.2 Payroll or Time & Labor. 2 years of experience with PeopleSoft Approval Workflow Engine (AWE). 2 years of experience with SharePoint. 1 year of experience with Jira. 1 year of experience working within the Scrum framework. Additional Information: Candidates may be required to work outside of regular business hours, including weekends, evenings, and holidays, as needed. Prior experience in the same department is mandatory, along with recent project involvement.
