1.1.

Scope of Work/Job Characteristics

The
Quality Assurance Manager will serve as the principal line of communication for
the project team. The duties and responsibilities of this position are as
follows:

Responsible for managing the definition, implementation, and
integration of quality principles and quality processes into the design
and development of software and IT processes;

Ensures that quality methods and procedures are executed;

Ensures that products, applications, and systems are in
compliance with established quality standards and meet customer
requirements;

Analyzes best-in-class processes, establishes customer
satisfaction metrics, understands the interaction and relationship of
business operations and operating systems and network processes;

Champions the application of quality principles in business and
IT processes through training, meeting and team facilitation,
communication programs, and team building activities;

Responsible for researching, developing, and implementing testing
methods and procedures;

Ensures that products meet the highest quality standards; and

Monitors and reports on defects.

Work Environment

2.1.

Location

The work
will be conducted on-site with the Department's OIT in the Carlton Building at
501 South Calhoun Street, Tallahassee, Florida.

2.2.

Required Qualifications

A
bachelors or masters degree from an accredited college or university in
Computer Science, Information Systems, or other related field, or four (4)
years of equivalent work experience is required.

The
Department requires the following experience, skills, and/or knowledge for this
position:

Strong technical skills, including experience in automated
testing tools, scripting languages, and software development
methodologies;

Proven experience coordinating with external vendors and managing
vendor relationships;

Excellent analytical, problem-solving, and decision-making
skills;

Strong communication and interpersonal skills, with the ability
to work effectively with diverse teams and stakeholders and communicate
complex technical concepts in an easily understood manner; and

Experience working with a structured Project Management Office
(PMO).

NOTE:

In addition
to the above list, the selected Candidate must successfully complete a Level II
Background Check.

2.3.

Preferred Qualifications

The
Department prefers the Candidate to have the following experience, skills,
and/or knowledge for this position:

Develop, implement, and maintain QA strategies, policies, and
procedures that ensure the quality and reliability of software products;

Lead and mentor a team of QA engineers, fostering a collaborative
and high-performance environment;

Oversee all aspects of the QA process, including test planning,
test case design, test execution, and defect management;

Continuously improve QA processes to enhance efficiency and
effectiveness, leveraging automation and other advanced testing
techniques;

Serve as the primary point of contact for vendors regarding quality
assurance matters;

Ensure that vendors adhere to established quality standards and
contractual obligations;

Coordinate with vendors to conduct joint testing activities,
resolve issues, and implement corrective actions;

Evaluate vendor performance regularly and provide feedback to
improve product quality;

Work closely with product managers, developers, and other
stakeholders to understand requirements and ensure they are fully tested;

Participate in design and code reviews to provide a QA perspective;

Communicate quality metrics, testing progress, and product
readiness to senior management;

Stay current with emerging trends and technologies in software
testing and quality assurance;

Lead the implementation of automated testing frameworks and tools
to enhance testing efficiency;

Troubleshoot and resolve complex technical issues that may arise
during testing;

Ensure comprehensive documentation of test cases, test results, and
QA processes;

Prepare detailed reports on product quality, testing outcomes, and
any areas for improvement;

Experience with Waterfall Methodology is preferred; and

Certification in Quality Assurance (e.g., ISTQB) is a plus.
