BUSINESS SYSTEMS ANALYST- (Solar Permitting) Duration- 6+ Months Location- Pasadena, California. Onsite Candidates of Southern California are more Preferred MOI: Skype Visa: USC, GC Only Client need candidate with the review of their solar permitting process. Candidate should have experience identifying gaps and opportunities to refine and enhance the user experience as part of the permitting process application. Candidate must have strong communication and interpersonal skills that will allow you to effectively assist end users of the new system. Experience with Permitting processes and user experience process improvement is a plus. Previous experience with Project Management is also welcome. JOB DESCRIPTION: The duties listed below are intended only as illustrations of the various types of work that may be performed. 1. Works independently with department managers and users to define and analyze business and operational problems, process improvement opportunities and requirements; analyzes operational and business mandates and legal requirements; identifies and analyzes complex, ambiguous and/or conflicting business process issues; advises department managers on applications development, enhancement and maintenance issues; explains technology and process options and assists managers in analysis and decision making; analyzes management information needs and recommends data and reporting processes; coordinates the development of department priorities and works with IT staff to align technology initiatives to these priorities; facilitates user meetings and joint development sessions. 2. Evaluates methods of improving efficiency and cost effectiveness of business, technical and operational processes; works with users to reengineer work processes; analyzes functional business requirements and translates user expectations into detailed business requirements, specifications and success criteria; works with IT to develop conceptual proposals for business process automation initiatives; recommends work process and/or operational changes to complement system functionalities; serves as an advocate for department needs with DoIT or a major department technology section; stays abreast of developments in departmental processes to anticipate emerging technology needs. 3. Participates in evaluating vendor applications and solutions; coordinates department review of vendor deliverables for accuracy and completeness, ensuring that department needs, and requirements have been met. 4. Develops and maintains user documentation; plans and coordinates the deployment of new technologies within the department; coordinates user acceptance testing and the resolution of problems identified; develop training materials and handouts; conduct user applications training classes and one-on-one training sessions. EXPERIENCE QUALIFICATIONS AND SKILLS (Must Have): 3+ years of experience in systems analysis and support of permitting systems. Experience working with end users (internal and/or public) in using permitting systems. Project management experience is a plus.
