Must have mentioned certifications Client- State of Minnesota Please find attached Skill Matrix USC, GC Here is the complete JD The Minnesota Housing Finance Agency (MHFA) is seeking one Salesforce development consultant to support the design and implementation of the following programs: Low Income Rental Classification (LIRC) Each year, MHFA collects upwards of 2,800 paper forms (capturing data for roughly 4,000 parcels) and checks for program eligibility. Once received, data from the Initial Applications and Reapplications is entered into an Oracle database by staff. Initial Applications and Reapplication forms and supporting materials are scanned and stored in the division server. The following is the expected to-be state: Secure online application including data capture and file upload Customer self-service to see application status Secure online payment for bank account withdrawal (we will not accept credit card payments) Applications and payments are systematically matched so we can identify which payments go with which applications System-generated electronic decision letters Customers can appeal a decision online Reporting for internal and external users Automated data purge to meet record retention rules NSPIRE In the Fall of 2023, the US Department of Housing and Urban Development (HUD) replaced the Uniform Physical Condition Standards (UPCS), which has been the standards used for inspections since 2005, with new standards known as the National Standards for the Physical Inspection of Real Estate (NSPIRE). Starting in February 2024, Minnesota Housing staff must conduct inspections using the new NSPIRE inspection standards. The projects goal is to procure inspection software and devices that comply with HUDs NSPIRE requirements. This project will require management of a Request for Proposals (RFP) vendor selection process, ensuring a best-fit tool is selected to meet the standards and requirements as defined by our internal business solutions analyst. The project will also need to access the current devices used for inspections and ongoing issues encountered with loss of connectivity, lengthy manual processes and new requirements that must be met. The following will be needed to support this work: Install public sector solution Verify solution meets requirements for inspections Configure solution for working offline Configure solution for agency requirements and NSPIRE rules and regulations Configure reports and other requirements Create integration from Salesforce to internal PORT database The Rental Rehabilitation Deferred Loan (RRDL) This program helps owners of small to medium rental properties located outside of the five-county metropolitan area (Ramsey, Hennepin, Anoka, Washington, Dakota) to finance moderate rehabilitation of structurally sound residential rental units. In anticipation of the 2025 RRDL round, Minnesota Housing staff would like to make the round externally facing to reduce the number of places customers need to submit documentation and eliminate the manual process of transferring files from leapfile or Box.com to the Multifamily Portal. The following will be needed to support this work: Clone the 2023 RRDL round so it can be configured by Multifamily Operations for the 2025 RRDL round. Modify the fields in the Apply for Funding Wizard so they are customized for this round type. Allow Multifamily Standard Users to edit project data captured in the Project Snapshot at Application section of the Projects Details tab. This will allow program staff to correct applicants data entry errors. Create external page layouts that only display fields applicable to this round type. Update the internal page layout to accommodate new RRDL-specific fields. Allow for customers and staff to upload RRDL workbooks to the Portal without receiving an error message due to a missing D number, M number, or workbook version. The RRDL program does not use the Multifamily Workbook. We do not currently extract data from the RRDL workbook. Add additional checklist items to capture RRDL-specific program documentation that may have changed since 2023. At a high level, the resource will serve as a Salesforce Developer using Agile and Iterative/Waterfall methodologies. Job Title- Salesforce Developer Sample Tasks The individual will be responsible for Salesforce development. Integrate Salesforce with other systems used by the Minnesota Housing. Create and maintain automated workflows, process builders, and flows to streamline business processes and improve efficiency. Work closely with Business Analysts to gather and analyze requirements. Collaborate with the Project Manager to define scope, timelines, and deliverables, and assist detailed project plans. Coordinate with the Solutions Architect, Business Analysts, and QA to develop test cases and perform user acceptance testing (UAT) to validate the Salesforce solutions meet the defined requirements. Work with the Project Manager to manage change requests, ensuring that any changes to the project scope or requirements are documented, assessed, and approved. Develop and maintain comprehensive documentation. Minimum Qualifications Two (2) years of Salesforce developer experience Salesforce certifications in: Platform Developer I Platform App Builder Certification in Platform Developer II 3-5 years of Administrator experience Experience using Azure DevOps (ADO) Experience working with state and federal government agencies.
