Description:

Each staff member assigned to this project must have a background screening that is equivalent to a Level Two (2) screening standard.

Face to Face Interviews: In the event an interview is requested, interviews may be in person, or scheduled via Microsoft Teams, at the discretion of the hiring manager.

Telecommuting: Telecommuting is currently only allowed at most, 3-days a week, with a minimum of 2-days a week in the office required. Telecommuting requirements are subject to change, as CLIENT requirements change, or at the discretion of the hiring manager.

Scope of Services

Background: As a result of the Department's efforts to re-engineer and modernize core financial systems, there has been over 1,500 computing assets identified as performing some level of financial planning, analysis, and management functionality that are impacted by the State of Florida's accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Florida's accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace Central, Payroll, and Departmental FLAIR functionality, with go-live scheduled for January 6, 2026.

The 1,500+ computing assets are comprised of interfaces, enterprise applications, databases, automated processes, and reporting programs within FDOT that will require remediation due to:

Adoption of the Florida PALM Standardized Business Process Model

Transition to the Florida PALM Chart of Accounts values

Replacement of Central, Payroll and Departmental FLAIR functionality

Redevelopment of agency incoming and outgoing interfaces to the statewide accounting system

Implementation of Information Warehouse data to support agency specific reporting requirements.

The computing asset modifications to complete the FDOT PALM System Transition (FPST) will take place over the course of two years in alignment with the Florida PALM Project scheduled timeline.

To prepare for the transition to Florida PALM, our agency is seeking a resource knowledgeable in Tibco Mainframe Focus/WebFocus to lead the effort of updating our numerous Focus assets.  Focus has been used copiously by the department to develop reports, interfaces, and applications for the past twenty years.  It is important we find a resource capable of analyzing these programs and documenting their specifications.  

Education

Bachelors or Masters Degree in Computer Science, Information Systems, or other related field. Work experience can substitute on a year for year basis for the degree. 

Mandatory Experience

Candidate MUST have a minimum of 12-15+ years as a software architect or lead developer, with broad experience working with development technologies.

2+ years as a lead developer.

5+ years of broad experience working with development technologies including Microsoft .NET (C#), ASP.NET/MVC, WCF/WebAPI, SQL Server, JavaScript frameworks (Angular, Knockout, etc.), REST, XML, JSON, HTML, Python, and CSS.

Candidates with resumes reflecting experience converting legacy (DB2, COBOL, CA-GEN, FOCUS, etc.) to modern technology will be given preference.



Primary Job Duties/ Tasks

The submitted candidate must be able to perform the following duties and/or tasks. Duties of the selected candidate will include, but not be limited to:

1.    Work as a senior developer on various cross-functional application projects, ensuring that robust and scalable solutions are implemented. Collaborate with other team members and Subject Matter Experts to ensure solutions are implemented according to customer requirements.

2.    Responsible for full lifecycle application development. Ensures code is written to implement the architecture and design such that it meets standards in terms of code quality and efficiency.

3.    Initiate, drive, and deliver effective experiences in partnership with distributed cross-functional teams to ensure all aspects of the architectural vision are communicated, supported, and delivered to the highest standards; align development initiatives with Department development vision, strategy, and deployment.

4.    Monitor service desk tickets, as well as and incoming requests, and resolve issues as assigned.  

5.    Perform advanced troubleshooting to determine root cause of problems and issues.  

6.    Identify, analyze, and resolve problems and issues using troubleshooting tools and techniques, coordinating with team members as needed.  

7.    Research, document, and understand FDOT business processes and technical assets, as well as their inter-relationships.

8.    Provide high level of customer service by providing status and information to the customer.  

9.    Assist customers with development of business cases.  

10.   Perform application testing; fully unit test all solutions prior to User Acceptance Testing and

Job Specific Knowledge, Skills, and Abilities (KSAs)

1.    Knowledge of design patterns, performance issues, and troubleshooting strategies.

2.    Knowledge of development methodologies including waterfall and agile.

3.    Skilled in the use of multiple development technologies including Microsoft .NET (C#), ASP.NET/MVC, WCF/WebAPI, SQL Server, JavaScript frameworks (Angular, Knockout, etc.), REST, XML, JSON, HTML, Python, and CSS.
