Short Description:

Ideal candidate knows how to get the most from Microsoft 365 (M365), can be a point person for SharePoint Online & other M365 functions, and can plan & lead MS365 migrations to SharePoint and MS Teams destinations in an agency user facing role.

SCOPE OF WORK:

The ideal candidate knows how to get the most from Microsoft 365 (M365) and can become a point person for SharePoint Online and other M365 functions. This position will work directly with agency management, business users, and contractors to provide guidance and improved user experience on the development, analysis, definition, testing, documentation, and deployment of SharePoint Online sites and other M365 functions that support the States business objectives, compliance policies, and governance standards.

The resource must be able to guide users on M365 design and setup items and be able to extract what agencies need and make recommendations. Resource must also be very experienced with migrations as they will play a major role in coordinating and ensuring that the M365 migration efforts are properly coordinated. A good portion of the work will be on SharePoint moving forward so a strong background working with SharePoint is also critical.

IMPORTANT This is not a backend developer resource that they need in this role the right person for this role is experienced as an M365 Support Specialist in an agency user facing role, assisting with leadership and coordination on various efforts. EXCEPTIONAL COMMUNICATION is critical in this role.

ACCOUNTABILITIES:

Develops work methods and procedures with agency partners using M365 tools, including Teams, OneDrive, SharePoint Online, Forms, Power Platform concepts, and other M365 functions.

Works with agency partners to analyze, identify and document business problems, needs, and requirements. Recommends and documents detailed specifications and standards for SharePoint Online solutions to meet State agencies business initiatives problems.

Provides oversight and assistance to agency partners and or project members on the content development and implementation of internal SharePoint Online sites and or Teams functionality (while adhering to established compliance and governance standards policies) with forms, web parts, and related application cloud technologies.

Supports continuous improvement of operational, compliance, and governance standards through agency partner process analysis, and by developing and documenting procedures, projects and future operations, and participates in SharePoint M365 related agency projects as a subject matter expert and or as needed.

Schedules, conducts, and or participates in staff development by educating end users and technical support staff on all M365 tools. Coordinates and or conducts enterprise wide training as needed. Educates users as needed on established compliance and governance standards policies.

Plans and leads M365 data migrations to SharePoint Online and Microsoft Teams destinations, working closely with agencies to ensure smooth transitions from source to destination. Collaborates with stakeholders to understand business requirements and develop migration strategies that adhere to SharePoint best practices and library limitations. Advises on site configuration standards, including library metadata setup and the use of global or site specific Term Stores, as applicable.

Maintains awareness of the Microsoft 365 Roadmap of emerging features within the Government Community Cloud. Provides guidance on new and enhanced SharePoint Online proposed solutions to support conducting user needs assessments, maintaining compliance with existing standards and providing agencies with guidance on needed operational resources to document and operate solutions.

Provides support in user technical community with development planning and the change request process. Responds to special needs problem situations as required on a priority basis.

SPECIAL QUALIFICATIONS:

Proficient understanding of the Microsoft 365 Modern Workplace platform and its collaboration integration tools solutions, especially Teams, OneDrive, SharePoint Online, and Power Platform.

Ability to write clear and structured technical documents; assist with change management and technological adoption; explain M365 products and services from a non technical solution perspective; and work with strategic, technical, and agency partners to ensure compliance, governance, processes, and support is user friendly and easily understood by both technical and non technical business partners. Ability to work effectively within a team as well as independently.

Command a solid understanding of PMI and Agile project management praxes and the ability to conduct business analysis with agency partners to identify business needs problems prior to jumping into the solutioning realm.

RECOMMENDED WORK TRAITS: Ability to evaluate present systems, organize data and develop new solutions and procedures based on user input, system constraints, and prioritized responses. Ability to communicate effectively with various department and division representatives. Ability to reduce problems to basic details. Ability to establish and maintain effective working relationships with customers, superiors, associates and with representatives from other state departments. Ensure technical knowledge and understanding on Microsoft products is kept up to date and relevant.

Required Skills:

Specialized experience supporting M365 online including TEAMS, SharePoint, OneDrive, Power Platform, & new technical introductions into the platform. 5 Years
Experience with M365 migration tools and coordination and execution of migrations. The state currently uses ShareGate as one of its migration tools. 5 Years
Experience designing, developing, and delivering enterprise and group solutions within the M365 platform 5 Years
Experience working with users to gather requirements and provide consultative guidance on best practices and solutions in an M365 online environment 5 Years
Experience with the development of web based design and interfaces, and detailed SharePoint development understanding 5 Years
Experience developing workflows within the M365 online environment inclusive of SharePoint 5 Years
Excellent knowledge of hosted environments, offerings and best practices 5 Years
Solid foundational knowledge of Microsoft SharePoint native tools and site setups. 5 Years
EXCEPTIONAL communication skills are required as this is a heavy agency user facing role.

Highly Desired Skills:

Microsoft Certification (MCSE MCSD) 5 Years

Nice to have:
Experience in a similar government environment is preferred 5 Years
