Onsite/Remote: Hybrid Duration: Long Term Candidate needs to have Bachelors degree in Computer Science. K23-0094-25L-2 - Senior SharePoint Developer For submission we need a copy of the Signed RTR, and copy of Bachelors Degree in Computer Science or transcript, 3 candidate references. OFFEROR RESOURCE QUALIFICATIONS 1. The Offeror shall propose resource(s) that meet the following minimum qualifications: a. Bachelor of Arts, or a Bachelor of Science, in Computer Science. 2. The AOC prefers Offeror proposed resource(s) to have the following qualifications: a. Five (5) or more years experience with the following: (1) SharePoint development and system administration. (2) Microsoft Power Apps integration, JavaScript, C#, SQL and .NET frameworks. SCOPE OF WORK 1. General b. Integration of SharePoint with Microsoft products and workflows. Development and support of existing and planned Microsoft SharePoint sites, strategies, frameworks, and standards. c. End user support of SharePoint applications. 2. Microsoft SharePoint d. Projects may include analysis, design, development, support, and user training for new and existing departmental SharePoint sites as well as assistance in the development of a wider strategy and framework for online communication and collaboration. The Successful Offeror will provide senior level project strategic planning and detailed technical development and training support for these, and related projects as assigned. e. Tasks may include, but is not limited to, the following: (1) Support daily use of and enhancements to existing SharePoint sites. (2) Analyze, design, develop, and document new SharePoint sites as needed. (3) Assist in the development of an enterprise strategy and framework for the ongoing use of SharePoint and the integration of SharePoint with other communication and collaboration vehicles. (4) Ensure the creation and review of designated project deliverables. (5) Provide demonstrations and training as needed during project development, testing, and deployment. (6) Document code development and related workflows. (7) Provide design, troubleshooting, and end user support of SharePoint applications. (8) Provide management reporting as designated. 3. End-User Support of SharePoint Applications a. End user support tasks involve helping users resolve technical issues and providing guidance. b. Tasks may include, but is not limited to, the following: (1) Troubleshooting Issues (e.g., Diagnosing and fixing software problems reported by users). (2) Account Management (e.g., Assisting with account setup, password resets, and access issues). (3) User Training (e.g., Offering training sessions or resources on using software tools effectively). (4) Documentation (e.g., Creating and maintaining user manuals, FAQs, and troubleshooting guides). (5) Remote Support (e.g., Using remote desktop tools to resolve issues directly on the users machine). (6) Feedback Collection (e.g., Gathering user feedback to improve services and support). (7) Incident Reporting (e.g., Documenting issues and resolutions for future reference and analysis). (8) Escalation (e.g., Identifying issues that require higher-level technical support and escalating them accordingly). (9) System Monitoring (e.g., Keeping an eye on system performance and user activity to preemptively address issues). (10) Patch Management (e.g., Ensuring software and systems are up to date with the latest patches and updates). (11) Onboarding Support (e.g., Assisting new users with their initial setup and orientation). OFFEROR RESOURCE(S) SKILLS, EXPERIENCE, & CAPABILITIES 1. Offeror shall propose resource(s) possessing the following preferred skills, experience, and capabilities: c. Experience with: (1) Supporting daily use of and enhancements to existing SharePoint sites. (2) Tracking progress of assigned projects, identify risk factors, develop risk mitigation plans, identify issues, and facilitate appropriate forums for resolution. (3) Development and support of Microsoft SharePoint. (4) Systems development methodologies and project management practices. d. Ability to: (1) Communicate effectively and establish and maintain effective working relationships with peers, end users and vendor development staff, as well as all levels of management and judicial personnel as necessary. (2) Work effectively within a diverse IT organization. (3) Create and deliver project presentations to senior and executive Judiciary management as needed. (4) Assist with strategy and design of deliverables as needed. e. Knowledge of: (1) Integrating database capabilities within the SharePoint environment including the development of a plan and framework. Offeror Resource(s) Degree and/or Certificate(s): Offeror shall submit a copy of any degree and/or certificate for each proposed resource as required or preferred in Section III.B. of this PORFP. (1) Offeror shall provide a copy of their Bachelors degree in Computer Science, or other evidence (e.g., transcript) that their proposed resource has a Bachelors degree. (2) Offeror Resource(s) Right-to-Represent (RTR) Letter: Offerors are strongly encouraged to provide a right to represent letter/agreement for the proposed resource(s). PLACE OF PERFORMANCE 1. Work shall be performed in a hybrid setting each week, Monday through Friday, as follows: f. Two (2) days remote at a suitable off-site location selected by the Offeror/Offeror Resource(s). (1) The AOC reserves the right to determine an off-site location is not suitable (e.g., crowded public space with distracting background noise during meetings). g. Three (3) days on site at the Maryland Judiciary Information Systems, 189 Harry S Truman Parkway, Annapolis, MD 21401. 2. On-site support may be required. As designated by the Judiciarys Chief Technology Officer, the proposed resource(s) must be able to report on-site within twenty-four (24) hours after notification. h. If required to report, the Offeror Resource shall report to Maryland Judiciary Information Systems, 189 Harry S Truman Parkway, Annapolis, MD 21401. i. The AOC does not have a limit on the number of times the proposed resource(s) may be required to be onsite. 3. The AOC reserves the right to regularly evaluate performance and withdraw remote privileges in the event of a decline in Purchase Order performance. 4. The AOC reserves the right to modify the allocation of onsite and remote work effort throughout the life of the Purchase Order. In the event of a modification, the Contract Manager will coordinate with the Successful Offeror on a mutually agreeable allocation of work effort. 5. If the Offeror proposed resource has a work allocation that includes remote work at any time during the life of the Purchase Order, the Offeror proposed resource may not perform remote work from a country other than the United States of America without prior approval from the Contract Manager. Unless there are extenuating circumstances, Offerors shall not anticipate receiving approval for remote work from a country other than the United States of America.
