Duration: 2 year project with the option to extend the project up to an additional 3 years. Start date January 2025.

Work Location: Selected candidate must be able to perform all work on-site at the client facility in West Sacramento, CA. At clients discretion, a different approach (i.e., fully in-office, fully remote or different work hours) may be utilized based
on business need and/or directive. Work must be performed during clients normal business hours.

For internal use only: CalSTRS is the largest educator-only pension fund in the world. CalSTRS administers a hybrid retirement system, consisting of traditional defined benefit, cash balance and voluntary defined contribution plans. CalSTRS also
provides disability and survivor benefits. CalSTRS serves Californias public school educators and their families from the states school districts, county offices of education and community college districts. CalSTRS is in the process of replacing multiple
outdated legacy systems with a new pension administration system, a project known as Pension Solution. Pension Solution functionality will include, but will not be limited to, contribution reporting and collections, crediting service, member demographic information
maintenance, service credit purchases, benefit application processing, benefit calculation, benefit payroll, third party deductions and disbursements, tax reporting, receivables and collections, correspondence and statement generation, and event tracking.
Over 200 CalSTRS staff members are involved in the effort. CalSTRS approach for this project has been to have CalSTRS technical resources work closely with the implementation contractor early and on-going through-out the project. Client is selecting up to
four (4) Senior Test Analysts with detailed knowledge of, and experience with, business analysis and testing techniques supporting large software development implementation projects. Responsibilities will include analysis of business needs, business analysis,
hands-on testing, test case creation support, supporting user acceptance testers and release planning.

Senior Test Analyst

SYSCOM is seeking four (4) Senior Test Analysts with knowledge and experience of, User Acceptance Testing, including testing methodologies and test management for a pension, financial or similar system. The Senior Test Analysts will perform various test activities
related to the current Pension Solution project to implement a new pension administration system. The Senior Test Analysts will be responsible for supporting the Pension Solution project testing team with:

Effective partnering with key IT/Technology Services and business communities to assist with test case development and ensure effective use of methodologies and communicate test strategies, test results and performance

Management of test planning, test scheduling, end-to-end testing, date-shifting coordination and expertise in User Acceptance Testing (UAT) and supporting end user testing

Participation in defect management including monitoring and reporting on defect status and resolution

Metrics compilation and reporting

Development and documentation of processes and staffing requirements for defect triage/business analysis o Partner with peers and management team to continuously improve testing methods, processes, techniques and use of manual testing tools

Experience should include:

Leading a large group of testers, ideally user acceptance testers

Working with a comprehensive test management tool o Business focus while possessing an understanding of testing from multiple perspectives such as System test, role-based security, technical environments, and performance

Preparation/review of testing reports

Proficiency at managing multiple efforts simultaneously, in an environment with ambiguity

High degree of initiative and autonomy with the ability to function successfully as part of a team

Minimum Technical Qualifications Must meet ALL

At least seven (7) years of experience within the last ten (10) years working as a Test Analyst with
large organizations, leading or participating in the technical implementation of software/systems/applications automating complex business processes, performing the following:

Assessment of analysis scope and tasks

Planning business analysis tasks

Elicitation, definitions and documentation of various business, user, and system requirements

Leading and working within cross-functional teams that include business subject matter experts, application architects, developers, and testers

Experience preparing test plans, test cases and documenting test results

Experience regression testing and adjusting test plans for periodic maintenance releases

Must meet ALL - At least seven (7) years of experience within the last ten (10) years producing business analysis and testing deliverables such as: (client may request deliverable related work samples during the
Interview phase).

Test strategies

Test plans

Test cases

Transition plans

Traceability matrices

At least three (3) years of experience using Test Application Lifecycle Management tools such as HP

Application Lifecycle Management (ALM), Rational Requisite Pro, or Jama to document functional and non-functional requirements, design specifications, test cases and defects, and provide full traceability for projects.

Desirable Technical Qualifications

Experience as a Test Analyst at a State or Federal agency.

Experience as a Test Analyst leading or participating in the technical implementation of pension/retirement-related software development projects.

A Bachelors degree in Computer Science, Computer Engineering, Management Information Systems or related fields from an accredited or government-sanctioned college/university.
