From: priyanka verma, Triwave Solutions Inc [email protected] Reply to: [email protected] The AOC is seeking proposals from prospective Offerors to provide one (1) Integrations Business Analyst. The Integrations Business Analyst will gather and document the application and system requirements for several projects under development, develop test plans, perform systems testing, coordinate user acceptance testing, and provide support for problem tracking and resolution. Services will also include the support of the refinement of existing systems development life cycle methodologies and Project Management Office standards and practices as needed. OFFEROR RESOURCE QUALIFICATIONS The Offeror shall propose resource(s) that meet the following minimum qualifications: Active Project Management Professional (PMP) Certification. Master s degree in information systems. The AOC prefers Offeror proposed resource(s) to have the following qualifications: Experience with court or a legal background. Ten (10) years experience in Information Technology (IT) SCOPE OF WORK Offeror proposed resource(s) shall be responsible for the following: Documenting existing systems and/or business processes. Interviewing users to determine functional requirements for new development and enhancement projects. Working with Judiciary personnel as needed to develop test plans and coordinate testing efforts. Working with technical leads and developers to understand, develop, and refine project technical requirements. Assisting in the development and refinement of systems development methodology processes and artifacts as needed. Assisting in the tracking and reporting of project status as required in support of project and Project Management Office efforts. Providing input to and support for the development of Project Definition documents used to establish initial project scope, cost and resource estimates, impact on existing activities, and estimated return on investment. Performing data analysis in support of projects and develop database inquiries as needed. Coordinating use of business analysis, project requirements, test planning, tracking, problem reporting throughout projects within JIS as needed. Assisting JIS project managers and IT/Court managers, as needed, with the coordination of requirements gathering and test planning activities. Conducting Joint Application Design (JAD) sessions and coordinate business unit review and approval of project functional requirements and test plans. Weekly time reporting focused on total time and segments of time allocated to tasks or projects. Reporting will be via templates and/or time and activities tracking software. Acting as liaison with justice partners in providing accuracy OFFEROR RESOURCE(S) SKILLS, EXPERIENCE, & CAPABILITIES Offeror shall propose resource(s) possessing the following preferred skills, experience, and capabilities: Experience with: UML and other tools used to capture and document user and functional requirements. NIEM / JIEM data modeling. Requirements capture and tracking software. XML and SOAP protocol software. Discussing, analyzing and documenting high-level business requirements related to internal and external clients. Integration patterns, web services and APIs. Odyssey Case Management System. Ability to: Communicate effectively and to establish and maintain effective working relationships with peers, end users and vendor development staff, as well as all levels of management and judicial personnel as necessary. Work effectively within a diverse IT organization. Provide training and demonstrations pertaining to integrations software. Knowledge of: Systems development life cycle principles and methodologies (2) Database knowledge logical, relational PLACE OF PERFORMANCE Work shall be performed in a hybrid setting each week, Monday through Friday, as follows: a. Three (3) days remote at a suitable off-site location selected by the Offeror/Offeror Resource(s). The AOC reserves the right to determine an off-site location is not suitable (e.g., crowded public space with distracting background noise during meetings). Two (2) days on site at the Maryland Judiciary Information Systems, 189 Harry S Truman Parkway, Annapolis, MD 21401. On-site support may be required. As designated by the Judiciary s Chief Technology Officer, the proposed resource(s) must be able to report on-site within twenty-four (24) hours after notification. a. If required to report, the Offeror Resource shall report to Maryland Judiciary Information Systems, 189 Harry S Truman Parkway, Annapolis, MD 21401. b. The AOC does not have a limit on the number of times the proposed resource(s) may be required to be onsite. The AOC reserves the right to regularly evaluate performance and withdraw remote privileges in the event of a decline in Purchase Order performance. The AOC reserves the right to modify the allocation of onsite and remote work effort throughout the life of the Purchase Order. In the event of a modification, the Contract Manager will coordinate with the Successful Offeror on a mutually agreeable allocation of work effort. If the Offeror proposed resource has a work allocation that includes remote work at any time during the life of the Purchase Order, the Offeror proposed resource may not perform remote work from a country other than the United States of America without prior approval from the Contract Manager. Unless there are extenuating circumstances, Offerors shall not anticipate receiving approval for remote work from a country other than the United States of America. SCHEDULE & COORDINATION Offeror proposed resource(s) shall perform during normal operating hours, Monday through Friday, 8:00AM to 4:30PM Eastern Standard Time (EDT). The proposed resource(s) shall have the flexibility to extend coverage hours or schedule to meet deadlines, project requirements, and/or on-call operational support, including evenings, nights, weekends, and holidays. The JIS Project Manager or Department/Senior Manager must approve work prior to or after normal operation hours, not to exceed 2,040 hours per year. Offerors can review court holidays at the following link: A two (2) to four (4) week training period will be provided to acclimate the successful resource(s) in the methods, processes, equipment, and software used by the Maryland Judiciary. INTERVIEW PROCESS Shortlisted Offeror proposed resource(s) will be required to complete a multi-part interview including the following: 1. The anticipated duration of the interview is one (1) hour. a. The AOC anticipates conducting the interview(s) via a Microsoft Teams meeting. However, the proposed resource(s) may be invited for an in-person at the 187 or 189 Harry S. Truman Parkway, Annapolis, MD 21401.
