Candidates should already be in FL/GA and able/willing to relocate for onsite project Duration : 6+ Overview for Financial Administrator 5.1.1 Contractor Personnel will assume the current duties of the Financial Administrators or section supervisors within the various sections of Financial Management Services including Disbursements, Revenue and Financial Reporting. 5.1.2 Oversee the integration of Florida PALM (Planning, Accounting, Ledger Management) into the department's financial operations. 5.1.3 Conduct a thorough evaluation of existing financial systems and processes to determine compatibility with Florida PALM. 5.1.4 Collaborate with stakeholders to define functional and technical requirements for the new system. 5.1.5 Analyze financial data to plan and execute a seamless migration to Florida PALM, ensuring data integrity throughout the process. 5.1.6 Design and implement integrations between Florida PALM and other financial systems, including the development of data warehouses as needed. 5.1.7 Customize Florida PALM to meet the department's specific financial needs and processes. 5.1.8 Develop comprehensive financial reports and dashboards to support decision-making. 5.1.9 Create and deliver training programs to equip staff with the skills to effectively utilize Florida PALM. 5.1.10 Conduct rigorous testing to ensure the system's accuracy, reliability, and compliance with financial regulations. 5.1.11 Provide ongoing support and troubleshooting to address user issues and optimize system performance. Financial Administrator Job Description 5.2.1 Position Overview This role involves the strategic planning, design, and optimization of financial systems and processes to support organizational objectives. The Financial Administrator will assume the job duties of current section supervisors including required transactions being entered into FLAIR, job performance and decision-making. Additionally, this position requires the analysis, design, and implementation of financial applications to support financial operations and compliance. 5.2.2 Key Areas of Responsibility 5.2.2.1 Designs, develops, and maintains financial data structures and systems to support accurate and timely financial reporting. 5.2.2.2 Analyzes financial data requirements, processes, and reporting needs to optimize financial systems and processes. 5.2.2.3 Develops and implements data governance policies and procedures to ensure data integrity and security. 5.2.2.4 Designs, develops, and maintains financial data warehouses and reporting tools to support strategic decision-making. 5.2.2.5 Conducts in-depth financial data analysis to identify trends, patterns, and anomalies to inform financial planning and forecasting. 5.2.2.6 Develops and implements data migration strategies for financial systems and data to ensure data accuracy and completeness. 5.2.2.7 Integrates financial data from various sources to create a unified view of the organization's financial performance. 5.2.2.8 Develops and maintains financial reporting systems and processes to comply with financial regulations and reporting standards. 5.2.2.9 Provides technical support for financial systems and data to end-users. 5.2.2.10 Conducts ongoing evaluations of financial data systems and processes to identify opportunities for improvement. 5.2.2.11 Develops and implements financial data security measures to protect sensitive financial information. 5.2.2.12 Collaborates with finance and IT teams to ensure alignment of financial data systems with business objectives. 5.2.2.13 Conducts cost-benefit analyses of financial data projects to prioritize investments and maximize return on investment. 5.2.2.14 Develops and maintains documentation for financial data systems and processes. 5.2.2.15 Stays current with emerging financial data technologies and trends. 5.2.3 Minimum Qualifications and Experience Must have five years of experience utilizing FLAIR (Florida Accounting Information and Resources) including entering transactions. 5.2.4 Preferred Qualifications and Experience 5.2.4.1 Strong understanding of financial systems, accounting principles, and reporting requirements. Experience with enterprise financial systems is preferred. 5.2.4.2 Proficiency in data analysis techniques to extract meaningful insights from financial data. Experience with data visualization tools to create informative reports and dashboards. 5.2.4.3 Ability to develop and maintain complex financial models to support financial planning, forecasting, and analysis. 5.2.4.4 Experience with integrating financial data from various sources into a unified system. Understanding of data mapping and transformation techniques. 5.2.4.5 Proficiency in financial reporting standards and regulations. Experience with preparing financial statements and reports. 5.2.4.6 Strong analytical and problem-solving skills to identify and resolve financial data issues. 5.2.4.7 Effective communication skills to explain complex financial information to non-financial stakeholders.
