Minimum of 4 years of specialized experience in the appropriate technical areas as outlined below. Technical Skills & Proficiencies 1. Database Technologies Advanced expertise in MS SQL Server for large-scale data management. Strong knowledge and experience with Oracle 12c/19c and PostgreSQL. Proficiency in PL/SQL for database programming. Expertise in data modeling and database design, ensuring efficient data structures and performance optimization. 2. Web Development Proficient in .NET applications using C#. Strong understanding of XML and JSON for data exchange. Skilled in Web Services (SOAP, REST API) and testing tools like SoapUI. Expertise in HTML5, CSS, Ajax for responsive web design. Experience in Java development and Internet Authentication Service (IAS) for Windows Server. 3. Development Tools & Technologies Experience with ETL processes and SQL Server Integration Services for data transformation. Proficiency in data modeling tools such as ERWin and TOAD. Skilled in dashboard development using Tableau and Power BI. Experience in MS Access development and VB Script. Proficient in server management tools, specifically Apache and Apache Tomcat. 4. Operating Systems Windows Server administration expertise. Experience with Linux systems management. Desired Certifications Microsoft Certified: Azure Data Engineer Associate Oracle Database Administrator Certified Professional Certified Information Systems Security Professional (CISSP) Roles & Responsibilities Lead the design, implementation, and maintenance of data warehouse solutions. Develop and manage ETL processes to ensure data accuracy and integrity. Design optimized data models and schema structures to support reporting requirements. Implement and manage dashboards and reporting solutions for data visualization. Ensure all technical processes are well-documented for future reference. Evaluate and recommend suitable Commercial Off-The-Shelf (COTS) or government software solutions. Oversee data migration efforts from legacy systems, ensuring minimal disruption. Develop comprehensive system cutover plans for a seamless transition. Conduct detailed technical analysis and provide actionable recommendations. Lead user acceptance testing to validate functionality and performance. Design and develop interfaces for multi-agency data integration. Transition legacy SOAP web services to REST API for enhanced compatibility. Implement robust solutions for data and document exchange with external entities. Coordinate and perform interface testing with external agency partners. Lead the development of web applications, ensuring scalable and secure design. Develop comprehensive database structures, including forms, reports, and interfaces. Execute unit and system integration testing to validate application functionality. Provide post-implementation support and troubleshooting as required. Maintain and update existing applications and processes. Implement security measures and improvements to maintain system integrity. Maintain up-to-date system architecture documentation for audit and reference. Develop scripts for data updates and troubleshooting as necessary. Provide quick solutions for ad-hoc user requests to maintain productivity. Security Requirements Must pass a Tier 4 High-Risk Public Trust Background Investigation. Must meet the DOJ Residency Requirement (3 out of the last 5 years in the U.S.). Must be a U.S. Citizen.
