SCOPE OF SERVICES WCB is seeking to migrate the HPA and IC2 applications from EAServer to the Microsoft-based Web Services middleware industry standard platform, resulting in the decommissioning of EAServer and the old EAServer hardware. The Consultant(s) shall be responsible for analyzing the as-is environment and identifying and assessing the best approach, and the level of effort required, for updating HPA and IC2 to Appeon PowerBuilder 2022 and decommissioning the EAServer middleware. Such approach must preserve the WCBs investment in IC2 and HPA and the database design, enabling the WCB to run these systems on industry-standard architecture hardware and tools for as long as desired. Consultant(s) shall: conduct a full evaluation of the architecture and code of the HPA and IC2 applications; make technical recommendations and guide decisions regarding how to migrate the middleware of HPA and IC2 from EAServer 5.5.0 to Microsoft-based Web Services middleware industry standard platform (Migration); produce and provide procedures regarding how to perform the Migration; instruct and advise NYS staff regarding how to perform the Migration; perform smaller scale proof of concept (POC) test migrations with NYS staff to validate Migration recommendations and procedures; lead a scaled performance/load testing effort using automated tools against migrated components as part of the POC; assist with the remediation of any issues encountered during POC and performance test; and provide knowledge transfer to NYS staff throughout the term of the engagement. Consultant(s) shall also validate the expected transition from CORBA to HTTPS REST/JSON as the distributed communication mechanism. Telecommuting may be permitted at the Boards discretion. MINIMUM QUALIFICATIONS The proposed Consultant(s) must satisfy the following minimum qualifications: 1. Have at least 7 years of experience successfully migrating 3-tier PowerBuilder Systems to modernized, supported platforms; 2. Have at least 7 years of experience specifically with the EAServer Enterprise Application Framework (DDS EAF); 3. Possess excellent communication skills including, but not limited to: (1) the ability to provide highly effective knowledge transfer; and (2) the ability to provide written documentation of architecture diagrams, technology roadmaps, technical specifications, procedures, technical recommendations, testing results and project management documentation including risks, issues, and schedules, among others; and 4. Possess a demonstrable ability (based on the successful completion of previous projects) to successfully work effectively in a remote environment while maintaining a high level of collaboration with all project team members.
