Titles: Senior GIS Programmer/Web Developer Location: Orange, CA 92868 (Onsite) Duration: Long-term Contract Requirements: The support needs are potentially wide-ranging in nature and scope and technically advanced requiring a breadth and depth of knowledge by consultant. Anticipated projects are indicated; other projects will arise over the term of the agreement. Desktop GIS Application Development Periodically, The Client identifies recurring, time-consuming, or complex manual tasks that can benefit from GIS process automation and Client may choose to develop applications in support of such processes. Also, as GIS and information technologies advance and existing applications approach the end of their lifecycles, they may need to be selectively re-engineered and redeveloped. When such needs arise, Client will undertake a structured approach to planning, identifying requirements, designing, and implementing solutions. When a desktop application solution is chosen by Client, the current preference is to use the .NET framework and Python to develop user interfaces and automate business logic. The Consultants staff must be experienced leading and executing a structured system development methodology and developing successful GIS-related software applications using, as appropriate, C#, Python (including ArcPy library) and ArcGIS Pro SDK, as well as Transact SQL. Consultant staff should have formal training related to IS and software development. GIS-Enabled Web Site Development and Maintenance Client has developed several GIS-enabled Web sites in recent years, and it is expected that this trend will continue. Some of these sites are only accessible to Client employees over Clients intranet, while some are accessible to selected users or other systems over the Internet. These sites typically involve more than simple map query and display and generally involve some spatial data processing or queries to external databases. The existing GIS-enabled web sites were developed around Esris ArcGIS Server using combinations of ArcGIS Web AppBuilder, Experience Builder, and JavaScript. Geographic and tabular data is stored in MS SQL Server 2019 Enterprise geodatabase. Anticipated and/or potential projects include: A project to develop a website providing the public with transit service and performance information. This project would require development of the front-end interface to effectively communicate transit metrics and service information and develop back-end processes to format the raw transit information for website development. Deliverables include design, development and deployment of a public-facing interface/website allowing access to transit-related information including necessary back-end processes to provide transit data. Consultant shall be experienced customizing ArcGIS Enterprise Builder applications and ArcGIS Enterprise Web sites and services using standard Web development technologies, including HTML, JavaScript, ArcGIS API for JavaScript and related application development frameworks including React, TypeScript, and JSON (and similar file formats). Experience integrating tabular data stored with MS SQL or Oracle databases is also desired. GIS Database Development and Administration The Clients GIS section develops, maintains, and manages numerous geographic and attribute databases in a central repository built around ArcGIS Server 11.3, Oracle Spatial, and a MS SQL Server 2019 hosted Enterprise geodatabase. The GIS Section also employs file geodatabases and shapefiles for some project-level data needs. Anticipated and/or potential projects include: Consultant services to develop and digitize spatial databases, load image files, design geodatabases, migrate data, tune and administer an Enterprise geodatabase and MS SQL Server, and troubleshoot connection and performance issues that sometimes occur. The development of processes and templates to streamline the production of bus farebox trip table related data products and maps. Deliverables include development of source code and processes designed to produce bus farebox trip table and related data products and maps. GIS Infrastructure Maintenance and Planning The Clients GIS is built on Esri and Windows software. The GIS relies on ArcGIS Enterprise, ArcGIS Pro, and Windows operating systems (Windows, IIS) to access, process, and distribute its data. The hardware supporting the GIS includes web servers (both internally and externally facing), an ArcGIS Server, client workstations, development servers, and testing servers. Client is planning within the next six (6) to nine (9) months to migrate its GIS Enterprise from its current internally hosted and managed software and hardware to a Cloud-based service provider. Assistance from Consultant will be requested with the migration of Clients GIS infrastructure. Qualifications: Five (5) or more years experience designing and implementing multi-user geodatabases, including aspects of Esris geodatabase model; Five (5) or more years experience programming ArcGIS tools or applications in desktop and web-based environments using C#,.NET, Python, JavaScript; Five (5) or more years experience applying a modern, structured information system development methodology in a professional environment for the purposes of software application development; Five (5) or more years experience designing and developing custom objects, including stored procedure development, in MS SQL and ORACLE; In depth familiarity with Esris ArcGIS products. Experience in public transit and transportation planning preferred. Preference will be for candidates that can interact on-site with Client.
