Email from Technix LLC Direct client position Position: Website Design Duration: 1.5 Years Location: WA(Onsite) Client: State of Washington Department: UW Medicine Department of Bioethics and Humanities PURPOSE This Request for Quotations (RFQ) is issued by the University of Washington to procure a Web Developer Consulting Company to elevate the existing UW Medicine Department of Bioethics and Humanities website presence, better articulates its mission and impact through a modern design and compelling content. The new site should reflect the departments position as a recognized global leader in bioethics. SCOPE OF WORK 1.Pre build information gathering and messaging work The contractor will meet online with department leadership and selected department stakeholders to solicit input on shared priorities for the design and functionality of a new site. Based on this input, the contractor will generate at least 2 overall site design and messaging approaches (as reflected in the sites proposed architecture) to share with department leadership. The Department Chair and Administrator will be responsible for making the final decision before building out the site. 2.Site Design, Build and Launch The contractor is responsible for: Designing up to 12-page templates for the new site. Uploading at least one page for each page template. Assisting with new content generation and copywriting, as requested. Conducting SEO research & providing any further site architecture recommendations. Editing client provided photos and/or source photos on the clients behalf to be used on the site. Migrating Drupal content from the departments current site into their respective templates on WordPress (where content will be reused). Providing detailed training so that the department team knows how to easily upload new and maintain existing content. Being available to the department team during go live in order to help troubleshoot, as needed. 3. Functional, Technical and Performance Bidders must include information in their proposal that illustrates if and how they intend to meet these requirements. The sites design must be responsive and compatible w/ all common devise types: PC, mobile & tablet. The site must be optimized for fast performance and load times. The site must meet all University of Washington and School of Medicine Security requirements and be compatible with University of Washington design standards. The site must be developed with SEO-friendly code, including on-page SEO features. The site must be built in a way that allows the departments team to easily update content and expand the site as needed in the future. The site must be compatible with all modern browsers (Chrome, Firefox, Safari, Edge). The site must be built on WordPress CMS. The site should be capable of including a UW Net ID integrated sign-in through WordPress to offer a password protected portion of the website; and/or the site should integrate with UW Departmental SharePoint sites, for file sharing. The new site must be compatible and function as a redirect for the old sites URL. The new site could be hosted by UW IT or by the Contractor. Any costs for external hosting and maintenance should be delineated in the proposal. If hosting is proposed through UW IT, the contractor must clearly demonstrate their capacity to work within the UW IT systems constraints. Quantify the effort assumptions and provide unit rates should the project require more than originally estimated. Number of hours: included in the bid for messaging and branding/design work & unit rate for additional time. included in the bid for new content generation and / or copyediting work & unit rate for additional time. for staff training and documentation included in the bid & unit rate for additional training time or resources of go live support included in the bid and unit rate for additional time Number of revisions included in the bid per page template and other design components & unit rate for additional revisions Number of custom graphics or icons included in the bid & unit rate for additional graphics Number of photos that will be edited/sourced by the contactor included in the bid & unit rate for additional photos 1. SCHEDULE CONSTRAINTS Phase 1 - The messaging development, site design and content generation phases should be complete within 6-7 months of the start date (goal is to complete this phase by the end of June 2025). Phase 2 - Data migration, staff training to complete new content uploads, and the new site testing phase should be completed within 6 months of the end of Phase 1 (ideally by December 2025). Phase 3 Site go live and additional staff training by the end of the March 2026 2. EVALUATION CRITERIA & SCORING The following weighting and points will be assigned to the proposal for evaluation purposes: 1. Contractor Experience and Qualifications a. Metric: Relevant experience in innovative website design and development as well as qualifications of proposed project lead/ key staff (evaluated based on resumes and past project examples) Weight: 10% a. Metric: Depth of prior experience developing websites for other UW departments and working within the UW IT security environment as an external entity . Weight: 20% 2. Technical Compliance and Project Requirements a. Metric: Demonstrated ability to adhere to the required site standards (including responsive design, SEO optimization, security requirements, and compatibility with UW systems) as evaluated against the RFP list of technical requirements. Weight: 20% a. Metric: Clarity and responsiveness of submitted plan compared to the stated contractor requirements (assessed against the list of requirements as outlined in the RFP). Weight: 20% 3. Training and Support a. Metric: Quality and comprehensiveness of proposed training for staff, including estimated number of any training hours and types of materials to be provided (assessed based on training plan and materials). Weight: 10% 4. Project Management Approach a. Metric: Proposed structure for project management, including frequency of meetings and communication strategies (assessed according to demonstrated ability to meet the desired project timeline and desired management requirements). Weight: 5% 5. Cost Effectiveness a. Metric: Total cost of the proposal relative to the budget of $45K , including breakdowns for hours allocated for specific tasks (assessed against the proposed budget and value for services offered). Weight:10% 6. Flexibility and Additional Services a. Metric: Clarity of out-of-project-scope hourly rates and willingness to provide additional services if needed (assessed based on breadth of services, clarity and reasonableness of proposed rates).
