| Position Overview The role is primarily responsible for supporting, maintaining, and enhancing the agency's business applications. This includes working with Oracle databases, developing applications using Oracle Forms, and working with modern front-end and back-end development technologies to deliver robust and user-friendly applications. Additionally, it involves guiding junior programmers, ensuring code quality, and contributing to application documentation. Required Qualifications and Skills Education: Bachelors Degree in Computer Science, Information Systems, or a related IT field, or equivalent work experience. Primary Responsibilities: Maintain and support a range of business applications. Document program requirements and specifications. Conduct user requirements research and translate them into program specifications. Develop, translate, and code software applications. Contribute to user manuals and guidelines. Collaborate with other IT roles (network administrators, systems analysts, software engineers) to resolve software issues. Mentor and guide junior programmers. Core Technical Skills: Oracle Database: 7+ years of experience with complex queries, DML, DDL, and PL/SQL database objects. Oracle Forms Development: 5+ years of experience. JavaScript Frameworks: 3+ years with frameworks like AngularJS, NodeJS, React, or jQuery. Full-Stack Development: 3+ years of experience. PHP Development: 3+ years using MVC frameworks (preferably CodeIgniter). Responsive Design: Experience with frameworks like Bootstrap. Version Control: Familiarity with Git. Continuous Integration: Experience with tools such as Jenkins. Relational Database Design and Security: Knowledge of database design and role-based security. Development Methodologies: Familiarity with ISDM, UML, and object-oriented design. Interpersonal and Work Management Skills: Independent work capability, priority management, and ability to meet deadlines. Strong communication and collaboration skills. Preferred Skills: Certifications: Oracle certifications are beneficial. Agile Methodologies: Familiarity with Scrum, Extreme Programming (XP), or Kanban. Virtualization and GIS: Experience with Docker and GIS application development. RESTful Web Services: Experience developing REST APIs. Industry Knowledge: Familiarity with environmental regulatory processes.
