DESCRIPTION OF SERVICES Texas Health and Human Services Commission requires the services of 1 Database Administrator 2, hereafter referred to as Candidate(s), who meets the general qualifications of Database Administrator 2, Data/Database Administration and the specifications outlined in this document for the Texas Health and Human Services Commission. M204 database experience desired but not required. II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 7 Required Extensive experience in using database access tools for application delivery, such as Informatica, or Oracle OCI 5 Required Strong knowledge of database management systems, as well as data warehouse management and decision support tools 5 Required Extensive experience in the development, implementation and maintenance of data warehouses and data marts is desired 5 Required Experience in business objects and in building the data dictionary 5 Required Strong familiarity with analysis, planning and management reporting functions 5 Required Well-developed oral and written communications skills 5 Required Strong teamwork and interpersonal skills 5 Required Extremely high level of analytical ability where problems are very unusual and extremely difficult 5 Required Understanding of benchmarking processes and techniques 5 Required Very high level of interpersonal skills to work effectively with others, motivate employees, and elicit work output 5 Required Data Warehousing data population and data modeling techniques for target structures such as Star Schemas, Snowflake Schemas, and highly normalized data models 5 Required GUI based ETL tools such as Informatica, IBM WebSphere DataStage, or similar tools. 5 Required Implementation experience with enterprise class databases e.g. Teradata, Oracle, SQL Server, etc. or similar technologies. 5 Required Implementation experience with analytical and reporting tools e.g. Business Objects, Cognos, Hyperion, MicroStrategy or similar tools. 5 Required Experience with data warehouse implementation process, from business requirements through logical modeling, physical database design, data sourcing and data transformation, data loading, Structured Query Language (SQL), end-user tools, database and SQL pe 5 Required Implementation experience with analytical and reporting tools e.g. Business Objects, Cognos, Hyperion, MicroStrategy or similar tools. 5 Required Excellent analytical; problem-solving; team playing; and oral and written communication skills. 5 Required Proven ability to work successfully with technical and non-technical groups and manage multiple responsibilities. 7 Preferred Informatica database tools 5 Preferred Oracle Database experience 5 Preferred SSRS report creation III. TERMS OF SERVICE Services are expected to start 12/16/2024 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 1500 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 701 W. 51st, Austin, Texas 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission. V. OTHER SPECIAL REQUIREMENTS **Position will be 4 days remote with 1 day (Thursdays) required to be onsite at the location listed above. Program would only like candidates who are LOCAL ONLY to the Austin area. Please do not submit candidates who are currently out of state and are planning to move to Texas. Candidates must already reside in Texas.** TERM OF SERVICE Services are expected to start on or around December 16, 2024 and are expected to completed by August 31, 2025. Total estimated hours per Candidate shall not exceed 1,500 hours for FY25.
