Overview:

The Commonwealth of Pennsylvania Office of Administrations Office of Information Technology (OA/OIT) seeks a 

Technical Writer 2

 to support the Health and Human Service Delivery Center (HHSDC), specifically the Department of Health (DOH) and the Department of Drug and Alcohol Programs (DDAP). This position focuses on the 

Data Modernization Initiative

 and Enterprise Data Warehouse (EDW) projects to drive improved public health surveillance, interventions, and research through modernized data solutions

Key Responsibilities

Requirements Analysis & Documentation

:

Elicit, analyze, and document stakeholder business needs.

Conduct interviews, workshops, and other methods to gather requirements.

Translate customer requirements into functional and technical specifications comprehensible to business stakeholders and developers.

Documentation Creation & Maintenance

:

Develop, enhance, and maintain user, technical, and process documentation for EDW production systems and projects.

Create process models, diagrams, wireframes, and charts to support development direction.

Maintain documentation libraries and templates while ensuring adherence to Commonwealth standards and quality standards.

Project Support & Coordination

:

Act as liaison between business units and the EDW team.

Collaborate with public health professionals, analysts, developers, and system administrators to achieve project goals.

Support major initiatives, including migrating the EDW to Azure and participating in the Data Modernization Initiative and Reporting Hub projects.

Reporting & Communication

:

Provide weekly status updates and design reports via SharePoint and Daptiv.

Publish and present documentation to various audiences effectively.

Operational Requirements

Submit weekly timesheets via PeopleFluent/VectorVMS.

Complete project status updates and personal status reports by Friday COB.

Adhere to established Commonwealth policies and procedures.

Required Skills and Experience

Requirements Gathering

: Proven experience eliciting, analyzing, and validating business needs using workshops, questionnaires, storyboards, and use cases.

Documentation Expertise

: Experience developing user and technical documentation, including maintaining libraries and templates.

Translation of Requirements

: Ability to convert customer requirements into actionable functional and technical requirements.

Process Modeling

: Expertise in creating process models, diagrams, wireframes, and charts for development direction.

Organizational Skills

: Proven ability to balance work across multiple projects and meet deadlines proactively.

Communication & Team Collaboration

: Strong ability to work collaboratively with diverse teams and present complex technical concepts effectively.

Experience Level

: More than 5 years of relevant experience in technical writing, requirements analysis, and documentation.

Preferred Experience

Knowledge of public health or healthcare industry applications and data.

Resources Provided

: Office space as needed, along with necessary hardware and software.

Parking

: The contractor is responsible for parking costs.

Engagement Objectives

: Support the analysis, reporting, and design needs of the DOH and DDAP, and contribute to the construction of a new EDW in Azure.
