The Technical Specialist has an overall knowledge and understanding of application development and architecture that serves as a strong base for technical expertise in a specific product or program. Demonstrates expertise in conveying technical and functional concepts for a specific technical specialty. Identifies improvements to project standards to achieve high quality services/ products. Able to identify best practices and standards for the use of the product. Delivers support and design for industry specific applications that require integration with statewide systems or applications. Interacts with executive level business users or technical experts. May function as a niche technical SME. Advanced experience in the required technical subject matter. Proven experience with a technical specialty across large and complex implementations and systems. The candidate must reside in the United States. The candidate must be willing either to use their personal computer to log into a virtual NCDOT workstation (via their Internet access using Citrix and the Cisco AnyConnect vpn) or to come to Raleigh at their expense to pick up an NCDOT laptop. Position is remote with minimal in-person engagement in the Raleigh area. Description: The North Carolina Department of Transportation (NCDOT) is seeking a Technical Specialist contractor analyst/designer/developer (>10 years experience) for a 12-month engagement for the Engineering Application Services Department (EAS) to enhance and maintain a mission-critical application for the department called HiCAMS. HiCAMS is a custom, client-server, PowerBuilder application used to track work, materials and payments on North Carolina Division of Highways Construction projects. We also have many Java, C+ and asp.net/C# interfaces with various internal and external systems that need to be maintained and enhanced. Additionally, there is a list of new interfaces and web applications tied to HiCAMS that our clients want to have developed in the coming years. The initial assignments will be to analyze/design/code/test data windows to replace approximately 200 sample test result spreadsheet formats that were coded using an outdated 3rd party software tool. Additional work will involve analyzing/designing/coding/testing bug fixes and other functional enhancements to the system and its interfaces. This individual should have practical experience with standard development life cycle, including requirements gathering, analysis, design, development, unit & system testing, quality assurance testing as well as experience with business process transformation. Experience designing and implementing SharePoint and web-based solutions are also valuable skills were seeking. Required Skills: (10+ years) Experience as a PowerBuilder developer using PB10 or more recent versions.
