The Health Care Authority (HCA) is working with the Department of Health (DOH) to implement a system to meet 2021 Engrossed Second Substitute House Bill 1477 and 2023 House Bill 1134, which directs implementation of a system to support the National 988 System and includes the Crisis Call Center platform and Behavioral Health Integrated Client Referral System. E2SHB 1477 requires that HCA work with DOH and stakeholders of the system to collaborate, design, and implement a technological solution that supports the business and technical aspects of the system, as well as an interoperability platform that allows the system to communicate and exchange data with other systems as needed. The system will be used by National Suicide Prevention Lifeline (NSPL) centers and Regional Crisis Line (RCL) centers. 

Implementing the national 988 system to enhance and expand behavioral health crisis response and suicide prevention services that cut across organizational boundaries requires new infrastructure, clinical data sets, care coordination and population management tools. This new technology brings with it a broad range of changes to WA State and our health care partners in the way that we collect, share and use data for program, policy and care decisions. 

Role and Responsibilities
(PM) will coordinate these efforts. 
This expert PM will directly support the management and adoption of new technical solutions as well as business processes and policies that will be helpful in addressing 988-related legislation. This work includes multidisciplinary, complex, and high visibility programs. 

The position will be responsible for making recommendations regarding highly complex, unprecedented issues involving process improvement, health information technology (HIT) and health information exchange (HIE), including issues involving a broad scope and significant impact on outside agencies, statewide, and the public. This position is responsible for coordinating communications, development of deliverables, charters, rulemaking, work plans, and grant proposals, directing meetings and committee work, training team members and tracking deliverables and short-term and long-term milestones. 

The PM duties directly relate to the requirements of HB 1477, HB 1134, and of CMS outcomes-based certification as well as measuring the successes that includes participation in the design and building the infrastructure as well as training and retaining staff. Other critical tasks include creating the interoperability infrastructure, identifying and setting standards, identifying tools, processes, setting internal quality control, data governance and ensuring continued funding in the years to come.
