Title: Business Analyst with QA LOCATION: Madison, WI WORK ARRANGEMENT: HYBRID. 90-100% remote but can require staff to come onsite as necessary with sufficient notice. Additionally, DCF typically has hybrid team meetings four to six (4 6) times per year with one mandatory in person all staff meeting in August of each year. Duration: 6+ Month Visa: H4,GC EAD,GC and USC 10+ years Business Analyst / Quality Analyst Mix Some Lead roles Business Requirements (authoring) Traceability Matrixes (authoring) Test Plans (authoring, executing) Automated Testing Scripts (authoring, executing) Process flow diagrams Candidate (or EoR) is willing to provide equipment outlined in job description. If a relocation candidate (same as local candidates plus): Increase experience to 12+ years Child Support Systems History BABOK or similar (could waive this if have child support) Change Management (could waive this if have child support) DETAILS: This business analyst will facilitate communication between IT staff and business customers to develop, implement, and support multi-year, multi-phase enhancement projects, as well as perform quality control and testing for web applications developed in the Child Care Child Welfare (CCCW) section of the Department of Children and Families (DCF). Responsibilities include: Understanding business objectives and identifying alternative solutions. Collaborating with PMs to translate business requirements into technical specifications. Performing QA testing as releases migrate through system testing to QA testing environments. Acting as a liaison between business user acceptance testers and the technical team to report bugs. Providing excellent customer service during collaborative working sessions and UAT testing. Familiarity with DCF programs, the Wisconsin CARES system, and State of Wisconsin application systems, procedures, and standards is highly preferred. Familiarity with the DCF YoungStar application is a plus. REQUIRED SKILLS (10+ years overall): Experience managing multiple projects simultaneously, with scopes exceeding 5,000 hours. Analytical and problem-solving skills, including production support for post-production applications (10+ years). Experience creating and maintaining artifacts like business requirements documents, traceability matrices, and test plans (10+ years). Ability to analyze, document, and address business objectives, gaps, and needs independently (10+ years). Experience creating automated testing scripts (10+ years). Working knowledge of Agile and Waterfall development teams. Business process improvement and process flow diagramming (10+ years). NICE TO HAVE SKILLS: Knowledge of DCF programs and applications, including Wisconsin CARES and YoungStar. Familiarity with BABOK or certifications through the International Institute of Business Analysis. Ability to develop performance measures and reports. Change management experience (10+ years).
