Onsite attendance may be required during system rollout out activities. May require travel to other offices as needed. Duration 36 months Background: This role is responsible for ensuring the Electric Health Records (EHR) interfaces appropriately with all systems as well as ensuring the ability to meet agency state, federal and other third-party reporting requirements. The role will work closely with business analysts, program management and the contractors implementation and technical support team. The Systems Analyst will play a key role in guiding technology solutions across the Maryland Department of Health modernization efforts for non-Medicaid initiatives, ensuring best practices and standardized processes are implemented in a timely manner. The goal for the Systems Analyst is to ensure that all project requirements are validated, and technology is used effectively throughout all departments, to ensure efficient workflow throughout the organization. This role will initially be allocated to the EHR project but may be assigned to additional projects within the enterprise as needed. Duties and Responsibilities: 1. Assist and monitor the configuration of the EHR system and related hardware that have been customized to meet the MDH requirements. 2. Conduct ongoing tests on stored and retrieved data to validate the core system and any interfaced systems function as expected. 3. Work directly with users to identify and fix configuration issues. 4. Deploy, maintain, and troubleshoot core business applications, including application servers, associated hardware, endpoints, and databases. 5. Meet and coordinate with internal and external stakeholders to establish project scope, system goals, and requirements. 6. Develop, analyze, prioritize, and organize requirement specifications, data mapping, diagrams, and flowcharts for developers and testers to follow. 7. Translate highly technical specifications into clear non-technical requirements. 8. Manage the set-up and configuration of systems. 9. Define and coordinate the execution of testing procedures and develop test cases to serve the overall quality assurance process. 10. Provide documentation of all processes and training as needed. 11. Develop and implement maintenance procedures, monitor systems health, gather system statistics, and troubleshoot reported errors and alarms. 12. Perform design, implementation, and upgrades of information systems to meet the business and user needs. 13. Implement best practices for scalability, supportability, ease of maintenance, and system performance. 14. Gather and analyze data, interpret the data and its relationship to workflows and identify patterns and trends in the analyzed data. 15. Create reports. 16. Assist management and other department teams to define business data governance goals and needs. 17. Establish new data gathering and analysis techniques within the organization 18. Formulate procedural manuals and providing administrator training assistance for required user groups. 19. Develop and execute test plans with core and third-party systems to ensure data exchange collection, quality and reporting relationships are functioning appropriately. 20. Collaborate closely with developers to implement the requirements, provide necessary guidance to testers during quality assurance process *Education: A Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline. Preferred Education: A Master's Degree is preferred. A Masters Degree in information technology is preferred. Applicable IT certifications will also be considered. *General Experience: Must have eight (8) years of progressive working experience as a computer specialist or a computer systems analyst. *Specialized Experience and Qualifications: 1. At least five (5) years of experience as a Computer Systems Analyst. 2. At least five (5) years of experience as a EHR configuration analyst in an established organization. 3. At least five (5) years of experience in data mining, data modeling and data dictionary design. 4. Strong computer, hardware, software, and analytical skills and experience. 5. Proven ability to assess business needs and translate them into relevant solutions. 6. Strong understanding and knowledge of the principles and practices associated with database maintenance and administration. 7. Experience installing, configuring, documenting, testing, training, and implementing new applications and systems. 8. Working knowledge of a wide variety of programming languages. 9. Excellent analytical skills. 10. Proficiency in data migration and integration and the ETL processes. 11. Proficiency in data management and visualization with the skill to translate complex information into understandable reports. 12. Strong oral and written communication skills. 13. Strong report writing and presentation skills. 14. Proficiency with SFTP, XML, Web Services, FHIR and other systems integration protocols. 15. Proficiency with MS Excel, SPSS, SAS or equivalent, SQL programming with Reporting and Business Intelligence tools. 16. At least five (5) years of experience in developing and providing IT and end user training on computer hardware and application software. Preferred Experience and Qualifications: 1. Leadership skills with proven experience managing a small team 2. Experience with CMS reporting programs (Promoting Interoperability/Meaningful Use) 3. Experience with state and public health data exchange and reporting programs (departments of health, HIE, etc.) 4. Experience with the Behavioral Health industry. 5. Experience with EHR projects.
