OSM is also critical in supporting the Maryland Department of Emergency Management Cyber Preparedness Unit during emergency response efforts. The Local Cybersecurity Program Specialist will support Marylands Director of Local Cybersecurity and the Office of Security Management (OSM) in the creation and development of a Statewide cybersecurity program to support Marylands local jurisdictions. The Local Cybersecurity Program Specialist will support Marylands Director of Local Cybersecurity and the Office of Security Management (OSM) in the creation and development of a Statewide cybersecurity program to support Marylands local jurisdictions. In addition, the individual will help draft, update, maintain, and implement cyber-related plans, strategies, and policies to support and align with organizational cybersecurity initiatives and regulatory compliance. Duties and Responsibilities Conduct research on shared services models. Assess DoITs current capabilities and advise on applicable models. Review and analyze NCSR reports and other relevant local security assessments and reports. Conduct meetings with locals to review cybersecurity maturity and insights. Make recommendations on products. Write, maintain, and help implement a deployment plan. Facilitate with the implementation of the State and Local Cybersecurity Grant Program. Facilitate in developing cybersecurity plans, programs, and guidelines. Create guidance memos, documents, and training for stakeholder, management, staff, and end users. Facilitate the approved vendor to write the SLCGP Cybersecurity Plan. Help build and facilitate the Maryland Local Cybersecurity Collaborative. Support implementation of Senate Bill 812, Chapter 242, Laws of Maryland 2022 (SB812) and House Bill 1205, Chapter 243, Laws of Maryland 2022 (HB1205). Facilitate work sessions and meetings. Monitor and document Incident Reporting by local jurisdictions. LOCAL CYBERSECURITY PROGRAM SPECIALIST Facilitate incident response for local jurisdictions. *Education: A Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline. *General Experience: At least eight (8) years of experience in the IT Field. Strong verbal and written English-language communication skills. Demonstrates project management and technical writing skills. *Specialized Experience: Strong understanding of: o NIST Cybersecurity Framework o Relevant Cybersecurity and IT laws and regulations o Government contracting and procurement At least six (6) years of relevant industry experience. Demonstrated experience in developing policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of organizational cyber activities. Demonstrated understanding of risk management processes (such as methods for assessing and mitigating cyber risk). Firm grasp of, including but not limited to, technical document conventions, structure and format. Preferred Qualifications: A Masters degree in the field is highly preferred.
