The ideal candidate will have strong experience with cloud architecture frameworks, Infrastructure as Code (IaC), Microsoft Azure, and complex cloud application development. This position will focus on developing and managing enterprise-level architecture for IT systems and projects across multiple state agencies. Key Responsibilities: Develop and manage enterprise-level architecture for all IT systems and projects, ensuring alignment with the States strategic goals. Lead and coordinate with technical resources across multiple platforms and vendors to design, implement, and integrate applications with existing technologies. Provide application architecture expertise related to security, middleware, services, database design, and development methodologies. Develop strategic goals for application architecture in compliance with the State's DTMB Strategic Plan and development methodologies. Consult with application designers on best practices, ensuring proper application design and use of enterprise services. Design and maintain enterprise models and reference models for internal and external use. Perform architecture design reviews and ensure the implementation of security standards in application designs. Develop and implement cloud application frameworks, leveraging best practices for the development and integration of cloud-based applications. Stay up to date with emerging technologies and methodologies to enhance the quality of applications and services. Provide technical leadership to architects, developers, and teams working on application design, database architecture, and service integration. Skills & Qualifications: 5+ years of experience in Cloud Architecture and Infrastructure as Code (IaC). Strong knowledge of Microsoft Azure, including cloud-based and client-server systems architecture. Proficient in .NET, HTML, XML, SQL, SOAP, REST, Power, and Function Apps. Experience with observability, distributed tracing, and designing microservices architectures. Ability to develop cloud application frameworks and recommend appropriate tools for specific project contexts. Experience with application development and integration techniques for distributed applications. Proficient in Microsoft VISIO and Microsoft Office tools (Word, Excel, PowerPoint). Experience in designing and supporting web-based applications on Microsoft/Windows platforms (ASP.NET, .NET 6+). Solid understanding of database concepts, telecommunications, secure coding practices, and web services. Experience in analysis, design, programming, and testing for web-based applications. Ability to lead and mentor development teams, providing solutions for complex application development issues. Familiar with object-oriented analysis and design, cloud application, and database development. Responsibilities in Detail: Architectural Leadership: Provide oversight in the design, integration, and implementation of enterprise-level systems. Consult with architects, developers, and vendors to ensure technical success and alignment with business needs. Architecture Design and Review: Conduct architecture design reviews, ensure adherence to best practices, and maintain repositories for architecture components, code libraries, and middleware. Security and Compliance: Ensure application architectures align with security policies and best practices, collaborating with security teams to implement appropriate safeguards. Technical Guidance: Lead Infrastructure as Code (IaC) development, provide solutions for complex cloud-related issues, and oversee project teams in meeting deliverables. Collaboration with External Teams: Act as the liaison to the DTMB Office of Enterprise Architecture and Office of Enterprise Security, helping to align architectural patterns and standards across the enterprise. Additional Responsibilities: Participate in code library, middleware, and services support when needed. Ensure the proper installation, configuration, and testing of applications, adhering to architecture guidelines. Provide leadership and consultation on special teams and projects as assigned. Review and ensure the quality control of other developers work, particularly for senior and junior developers. Required Skills: Cloud Architecture Expertise: Experience with complex cloud application development environments, Microsoft Azure, and cloud services integration. Infrastructure as Code (IaC): Proven ability to write and implement IaC, utilizing tools like Terraform, ARM Templates, etc. Leadership: Ability to lead development teams, coordinate with various stakeholders, and deliver high-quality cloud solutions. Security Focus: Understanding and implementation of secure coding practices, data protection, and compliance standards. Preferred Skills: Knowledge of Relational Database Concepts and Database Management. Familiarity with object-oriented programming, microservices, and distributed systems architecture. Strong communication skills with the ability to translate complex technical concepts to non-technical stakeholders.
