The ideal candidate will have strong facilitation skills, experience with gap analysis, and expertise in Agile methodologies. Responsibilities: Serve as the primary liaison between DTMB and project stakeholders for IT solutions. Facilitate requirements elicitation sessions, document user stories, and refine business needs. Conduct gap-fit analysis and support requirements refinement for ongoing projects. Assist in developing RFPs, functional/technical specs, and cost-benefit analyses. Support IT infrastructure projects and compliance with state/federal regulations. Collaborate with senior management to define strategy, roadmaps, and consensus-building. Provide business process reengineering and identify technology-driven improvements. Document and transfer knowledge to the Enterprise Reporting Team. Qualifications: 12+ years of general Business Analyst experience. 7+ years in business process review & requirements elicitation. 5+ years managing user stories in Agile environments. 2+ years facilitating discussions with senior leadership (strategy/roadmaps). 2+ years supporting SOW development or contract compliance. 2+ years working on public-facing IT solutions. 1+ year in IT infrastructure projects. 1+ year with state/federally regulated programs. Preferred Skills: Experience with Legacy, Core, and Emerging Technologies. Knowledge of data warehousing, reporting tools, and relational databases. Strong analytical, negotiation, and stakeholder management skills. Familiarity with Michigan DTMB processes (highly desirable).
